I read once that the never completed Sofitel riverside building was to be converted to a 5 star Hilton. I note that there is now a net around the revolving cafe at the top. Is work underway?

yes youre right.
Singaporean and US investors have purchased the hotel and are branding it the Millennium Hilton Bangkok.
They announced the purchase in June 2004 and originally planned for a Q2 2005 opening, I don't know if they are on scuedule.

A PR in October 2004 restated opening late as late 2005.

Does anyone know the current status of this project? I was sitting in the Yok Yor restaurant last week and noticed that some of the smoked glass windows had been removed and there was what appeared to be metal cutting activity, burning and grinding, inside. Any feedback would be most interesting

Evidently it's turning into a Hilton. Last update here:

...although obviously "2nd quarter of next year [2005]" was a bit too optimistic.
