The industry minister will also consider tax breaks as a means to attracting more investors.
In a related development, the state Rubber Research Institute announced that eight rubber-producing countries would meet this month to discuss their natural-rubber production and marketing strategies.
The eight nations - Thailand, Indonesia, Malaysia, Vietnam, Sri Lanka, Singapore, India and Papua New Guinea - are members of the Association of Natural Rubber Producing Countries (ANRPC).

Almost like being there: Disaster training in Hat Yai - August 26, 2005
Mr. John writes: Training to cope with fire: The unit to cope with disaster in Had Yai municipality and a network of public rescue workers and 300 officers who join police, nurses, and volunteers in a training exercise. They train on fire rescue in the 43-floor Napalai Place Building on Ratyindi Road in the center of Hadyai. People pretend to be trapped and injured. It takes two hours before finishing the exercise.
Napalai Palace on Thanon Rajyindee (Sam-Sip Met) in Hat-Yai. A condo building which is variously quoted on three different sites as 44 floors, 45 floors & 46 floors. And 2Bkk's frontpage (see above) quotes it as 43 floors. 60,000 Sq. M. The Tallest Building in Southern Thailand. Rumor has it that the landowner wanted to max out a fairly small piece of land, so he jumped straight in with NO previous experience of property development:-

Lee Gardens Hotel is the next tallest at 33 floors.
A projected Isuzu Hat-Yai Building of 33 Stories on Thanon Petchakasem never got beyond basement level, due to the Crash of '97. It now acts as a huge reservoir for City Municipality street-washing trucks. I doubt it will ever recommence.
Emporis quotes it as the second tallest building in 'Yai', but No 1 is almost certainly a mistaken entry for the same building:-

This is great mystery building in Hat-Yai. I've actually met locals who swear they didn't even realise there was such a tall building on that site. It's almost as if the owners can't even afford the advertising to try & shift space in it. Although, other sources say that many down-payments were initially made, but that few folk have actually tried to forego their options on the condos.
On the surface of it, it looks like a complete flop, having been completed in the wake of the Crash of '97. The few lights in the building have increased every so slightly in the last two years, but there is a suspicion that security guards are housed on various floors to make the place look ever-so slightly more inhabited. I believe the swimming pool & health club are also open to the outside public.
Does anyone have any info on this seeming White Elephant?
More on the 'Rubber City' designation of Hat-Yai by the Gov's Public Relations Dept. The designation above is my own. I have been known to call it 'The Big Durian', but 'The Big Rubber' now seems far more apt given some of the other stuff that goes on around here; and the stink that surrounds it. In fairness, the area's rubber isn't used much for condom manufacture (I believe local latex is chemically unsuitable for that purpose); medical glove manufacture is far more important. Just to the North of Hat-Yai’s Tesco Lotus is a large estate of rubber trees. [Indeed, Tesco was built on part of this estate too.] Recently, a 4-lane (undivided) Soi has been built right through the middle of this estate running north from Suphasan Rangsan (halfway up the Tesco grade from town), and then turning 90 degrees to meet Kanchanavanit Road opposite Khor Hong Post Office. This Soi has been named Kanchanavanit 17/1 or Soi Akarawit 1. A large plot of this land opposite the Post Office has been clear-felled. This will be developed as a ‘Mahboonkrong Center’ for the South. I imagine that it might also house a Major Cineplex, which has also been a possibility for a few years now.
Running along the back (West) fence of Tesco Lotus is another new soi called Kanchanavanit 17/2 or Soi Akarawit 2, built to the same standard as previously mentioned. The rubber trees to the West of this road are also currently being clear-felled for development.
At the South end of this second new soi is the back end of the new International Buddhist College, which has been in possession of a very large Chinese-style Buddha for several years; This Buddha has its back well-&-truly turned to the earthly temptations of Tesco Lotus:-

One wonders if the commercial proceeds of these excellently-situated pieces of prime development land (including Tesco) are funding the extravagance of the Buddhist college; directly or indirectly.

Apparently, MBK are in negotiations with Hat-Yai Municipality over zoning issues. This probably indicates that small local traders are extremely worried about the inward movement of large retailers. However, site clearance has restarted in the last two weeks.
And here's that rather large & striking new Provincial Mosque on the wetland north of Lopburi Ramet Road The view of this mosque is particularly good for traffic coming from Songkhla. A reminder that there is actually a slight majority of Muslims in Songkhla Province; particularly in rural areas:-

You may have seen aerial pictures of this mosque during the December 2005 floods, completely surrounded by water.
If you were to take a look at this mosque today, you would see that there has been little progress in the last year. Word has it that the Taksin government became concerned that the mosque was receiving too much funding from General Gadhaffi's Libya. They cut off this supply of funding, and the mosque has had to fall back on collection boxes in local superstores. The likes of Big C employ large numbers of local muslims, and draw in a large muslim clientele from a very wide area. The collection boxes are big and people do give generously to the project. But it seems that the government's action has really dented the progress of this project.
The following leaves me very unconvinced, but it does show the way some folk view this mosque. A bundle containing 1 Million Baht was abandoned at Hat-Yai Junction about 18 months back. Apparently, the courier panicked at the approach of a security unit. Rumor has it that this was part of a clandestine cash movement from Libya for the mosque. I suspect most of the rumor-mongers are hinting that some of these foreign contributions have been diverted to other purposes. Anyone could have planted this bundle, of course!

Here's an interesting anecdote about one of those hi-rises.
Curiosity about the apparent 'White Elephant' called Napalai Palace overtook one person. He asked for a look round one of the condos. This was dutifully provided, although he probably didn't have either the inclination or the dosh to follow it up. In an attempt to maximize the thrill of a personal tour, he asked if he could see the view from the topfloor area that was originally designated as a restaurant and function room. His female guide told him that this was not possible, as the Police occupied the entire top floor. It is conjectured they are using it as a surveillance point to do with the southern unrest, the 'war on drugs' or both. Or perhaps it is another TRT ploy to keep power at all costs! :rolleyes:
An even older rumor concerns the landowner. Some accounts say that he had not even vaguely dabbled in property development before this project. Seeking a way to maximize profits, he was advised to build as high as possible. Unfortunate that the project was finished in the late 90s. Many downpayers were then unable to come up with the dosh to occupy their condos, although it is said that few asked for a refund. Among the rumors that have circulated are that few people have the inclination to go and live in an almost empty building for fear of ghosts, and that the few lights in the building are actually for security men, in an attempt to fool the public into believing there are happy condo owners at home in the building. There are also those who fear what would happen in the event of a powercut and or another flood, and who do not relish having to negotaite all those stairs in the event.
By some accounts, the fitness gym and swimming pool are quite successful. But with people who don't live there. The Exclusive Club idea soon went out of the window. And one wonders whether Hat-Yai Municipality paid the owner to use it for their high-rise emergency drill last year. I believe there are still pictures in 2B somewhere. Ah Yes! Khun RFT! Do any of these rumors have any substance? Does the developer still have a major headache? In a city like Hat-Yai, few folk have yet to figure out that PR is sometimes a very necessary thing, either in Thai or English. IE, if you are going to build big, you'd better start thinking of the big picture.

- The owner is the owner of Ratyindee Hospital.
- This building was design/recheck by my lecturer. :)
- The contracter is Concrete Construction Co.Ltd from Australia (who built Novotel Central Sukhonta)
Your info about the owner confirms that my source wasn't too wide of the mark. No actual names were mentioned, but it was clear it was someone important in the hospital.
Isuzi Hat-Yai commenced a 33 floor job on Petchkasem (between BOT and CAT) at about the same time, but had the sense to pull the plug when the crisis set in. I believe it was also delayed because CAT were worried about the effect on its mast next door, and asked IH to put a new mast on the top of the new building. Now, it is a huge underground carpark of a reservoir, which the Tessabahn used as a quick water source for its tankers to wash down all the streets after the last big deluge.

The bank is looking for someone to buy (by bidding) the price start at 120 MB.
This is Master Dealer of Isuzu in Southern Thailand (but the owner stay in Pattani, who also own CS Hotel) the biggest Isuzu dealer in Thailand.
(The owner start the company from the money he got from the 1st prize Lottery Reward around 40 years ago)
I've heard that by those economic crisis (1997) the owner try to committed suicide by eating some poisionous drug but he was saved by his family.

It should be pointed out that at one stage Isuzu Hat-Yai was so big that it even had several outlets branded as such in Bangkok. I don't know if that is still true, but it's still a significant organization which has long had its own high-rise HQ in Hat-Yai Nai. But they don't seem to have much of a web presence. The building in Hat-Yai apparently has food facilities and a movie theater to entertain folks who have come in from the sticks for their car service. It's actually one of the more stylish looking highrises in town. As a customer, I find the organization generally pretty switched on, althouh I usually go to their smallest branch in town, which is near their abortive 33 floor job.

It appears that Hat-Yai is to gain a new university campus. Ramkamhaeng University is to build a regional campus near Hat-Yai International Airport. Indeed, reliable sources say that the campus's Chi nodes have already been demarcated, and that construction is likely to start soon. The site is likely to lie South of the four-lane road to the airport, somewhere in the region of Hat-Yai Ratchprahasan School, the Provincial Accelerated Rural Development Office and Wat Chai Chana Songkhram (Hat-Yai District). There are already three universities in Hat-Yai, with two more in Songkhla. I also know of at least one other private university project where both the approval process and the construction are already well in hand. Not to mention two local Buddhist college campuses that wish to become a full-blown Buddhist University.

Yes, construction has begun; although it looks like a gatehouse or an admin block first. Some foundations and pillars are already up. If you take the airport road, you turn left at Hat-Yai Rachprahasan School, about 3.5 Kms after you cross the Route 43 Hat-Yai Southern By-Pass. Take the surfaced road for one kilometer heading roughly SE. After the Accelerated Rural Development Depot on the left and the Disaster Preparedness Center (training school for firemen etc.) on the right - and some other govt. offices - you get to a sign that says Hat-Yai Wittiyakarn School on the left. The university site is the next entry on the left, just before the end of the surfaced road.
Hat-Yai Wittiyakarn School, which is about 100 meters away, is still being built. It will replace their present campus in Hat-Yai Nai, which has become too crowded. A mosque is also being built next to the school.
The local land office is currently engaged in a major effort to peg out as many landholdings as possible in the vicinity, but there is also a lot of govt. land in the vicinity. Let me know if you are interested in land nearby. I know several adjacent plotholders in the area. Also some plots nearer the airport too. ;)

Click on the thumbnail for larger image. For a fairly small city, Hat-Yai is already remarkably high-rise. For example, Napalai Palace is 44 floors, with Lee Gardens Plaza at about 33 floors.
City Home is/will be in the Bhassawang area of the city, just off Petchkasem Road and not far from the large Wat Khor Hong Buddhist Temple. The illustration seems to indicate it will be about 20 floors. I really must go and take a look at this site, as I am not sure if it is still in preparation, is half-built or is practically finished. What makes this development different is that it appears to be a 'first' for the city. Bangkok developer Supalai seems to be involved - a developer that claims to have about 12 large apartment-building projects on the go in prime areas such as the Sukhumvit sois and Ratchadapisek. I can't remember Bangkok developers running such projects here in the past. Indeed, Napalai Palace was instigated by a prominent local businessman/doctor with no previous large developments under his belt.
Anyone here know anything about Supalai?
I'm told that this development lies on what used to be the 'burning ground' of Wat Khor Hong. Doubt it mentions this in the glossy brochure!

I see Lord Mayor Prai was campaigning for a Cable-Car from the Park to Kor Hong Mountain in the recent election. Any more info on that one anyone?
I'm also hearing that we can expect more khlongside parks on Khlong Toey near the North-End of Thanon Rajyindee. I suppose they might cover over a section of the khlong, as they have done on both sides of Petchkasem Road near Carrefour.
What happened to Mah Boon Krong's plans to open a shopping development & multiplex on the former rubber plantation opposite Khor Hong Post Office on Kanchanvanit Road.
Some recent news on the long-abandoned high-rise site of Isuzu Hat-Yai on Petchkasem Road? Between the Bank of Thailand and the CAT Telecom Tower. I heard that the site changed hands just a few months ago for in excess of 50 Million Baht. Local rumor has it that it is to be developed as Hat-Yai's biggest ever shopping development, complete with multiplex etc. I note that work started on this site last week. The flooded basement area has been completely pumped out. Construction workers were today taking down the fence and the advertising hoardings on the corner near the Bank of Thailand. I'm told it is an investment by a Narathiwat 'family' who have decided to invest away from their home patch for fairly obvious reasons.

Are the plans for a Hat-Yai to Songkhla Light Rail and a Hat-Yai monorail completely dead?
Refer to http://www.otp.go.th/ study in year 2000 Hatyai - Songkhla LRT is not the solution for these twin city.
Also so Hatyai monorail, the lord said "Hatyai have no traffic jam"
so the monorail will scaled down to a toy size for kids in the park.

นายอำนวย เอี่ยววงษ์เจริญ กรรมการบริหาร บริษัทสยามนครินทร์ จำกัด เปิดเผย "ฐานเศรษฐกิจ" ว่า ทางกลุ่มได้ซื้อที่ดิน ข้างธนาคารแห่งประเทศไทย หัวมุมถนนเพชรเกษม เนื้อที่ 3 ไร่ครึ่ง มาจากธนาคารกรุงไทย มูลค่า90 ล้านบาท และวางแผนก่อสร้างเป็นห้างสรรพสินค้า 5 ชั้น และสร้างลานจอดรถที่ชั้นใต้ดินอีก 2 ชั้นเมื่อรวมกับลานจอดรถรอบอาคารจะรองรับรถยนต์ ได้ 100 คัน โดยจะเริ่มก่อสร้างต้นปี 2551 คาดว่าจะเปิดบริการได้ในปี 2552 รวมค่าที่ดินและค่าก่อสร้างใช้งบประมาณกว่า 200 ล้านบาท
"ที่ต้องลงทุนเนื่องจากพื้นที่เดิมคับแคบเพราะมีสินค้ าหลากหลาย คือ เครื่องเขียน เครื่องใช้สำนักงาน เฟอร์นิเจอร์สำนักงาน กิ๊ฟช๊อป และเรายื่นซองประมูลงานราชการ และสถานศึกษา จำนวนมาก จำเป็นต้องขยาย และมองหาสถานที่มานานแล้ว ถือว่าบริเวณนี้เหมาะสมมากเพราะอยู่ใจกลางเมือง สะดวกกับลูกค้าที่เป็นนักเรียน นักศึกษา และอยู่ย่านเดียวกับห้างสรรพสินค้าคาร์ฟู ห้างใหญ่ที่สุดในหาดใหญ่ ที่มาแรง"
สำหรับห้างสยามนครินทร์มีพื้นที่ทั้งหมด 20,000 ตารางเมตร โดยแบ่งเป็น 5 ชั้น สำหรับชั้นที่ 1-2 เป็นพื้นที่ให้เช่าบางส่วน แต่โดยรวมทางบริษัทจะดำเนินการเอง ส่วนชั้น 3 จะเปิดเป็นศูนย์ติวเตอร์ เบื้องต้นทางตนได้ติดต่อกับสถาบันกวดวิชาจากส่วนกลาง มาเปิดสอน ส่วนชั้นที่ 4 และชั้นที่ 5 ส่วน จะเป็นสต๊อคสินค้า และอื่นๆ จะเน้นสินค้าหลากหลาย เป็นห้างสรรพสินค้า เน้นเครื่องเขียน อุปกรณ์สำนักงาน มีธนาคาร ร้านอาหาร

Thanks for providing some answers so quickly on those questions.
I have heard that it is not the same Siam Nakarin Group as have the stationary store at the Fountain Circle - that used to be called a department store. It is said to be a different Siam Nakarin - that originally came from Narathiwat, and which has recently been involved in some fairly large housing developments near PSU.
It doesn't altogether surprise me that these two companies are said to be NOT one and the same, as I have been wondering for years why Siam Nakarin didn't develop its prime site more ambitiously at the Fountain Circle.

I got someone to give this article the once over, and learned quite a lot from it. It DOES appear to be the Siam Nakarin of stationary fame. The confusion over different groups (see previous post) is probably because different members of the 'local' Klangwittaya family also have interests in rubber factories and property development. I am told that they are a decidedly unflashy family who used to run a wooden shophouse near the main downtown railway bridge. This seems to be in keeping with the rather muddled low-key Siam Nakarin shop they operate near the Fountain Circle.
The building will have 5 floors above street level and two below, with basement parking for 100 cars. It's a 3 Rai site and was bought from Krung Thai Bank for 90 million baht. This development is geared towards catering for students at Hat-Yai Wittayalai and a nearby Chinese school. It will have Siam Nakarin's usual mix of stationary and office equipment, but will also have stuff like a supermarket, restaurants, gift shops, a book shop, a bank and space to rent to tutors and offices.
I also hear Siam Nakarin are also developing a similar project on Boonakarn Road, next to PS University and numerous student apartments. This project may already be partly in operation.
At only seven floors (some of which will be storage space) and only 3 Rai, this is probably NOT a huge project. I believe the original Isuzu Hat-Yai Tower intended for this site was either 26 or 33 floors. Construction is scheduled to start this year.

this height may obstruct microwave link in CAT building nearby, lucky belong to CAT.
It's a 3 Rai site and was bought from Krung Thai Bank for 90 million baht.

Interesting! I'm waiting for the Architect's Sketch that they will probably put up on a hoarding some time soon. I'll get a photo if I can.
The solution to the microwave problem was that CAT asked the owners to place the link on top of the new building at their own expense. Doubtless, the building would also have to have been strengthened, too. Perhaps this was one of the final cost straws that stopped it being built.
