Samak vows to use force to end protest

Tension heightened at the rally ground of the People's Alliance for Democracy at the Makkhawan Bridge after Prime Minister Samak Sundaravej announced on TV Saturday that the government may use force to end the demonstration.

Samak made the announcement on NBT Channel in a special live broadcast at 8:50 am.

"I'll take action to remove them from the area. They have been accumulating criminals there. You, all, [PAD leaders] will have to take responsibility for what you have done. I will not tolerate it and police and soldiers will not tolerate it either," Samak said on TV.

Samak urged the public not to support the rally.

"Those who join the rally must pull out and I don't know who the five PAD leaders are," Samak said.

"I must speak today instead of speaking during my programme tomorrow because I'll go for a break with them today.

"I will not allow you to this because the country belongs to me and all people."

Samak made the urgent announcement after the PAD announced late Friday night that it had upgraded its goal from opposing charter amendments to campaigning to oust the Samak government.

The PAD said it had to campaign for Samak government's ouster because it regarded the government as being a puppet of the Thaksin regime.

Police apparently briefed up its forces at the bridge while the PAD leaders announced to the demonstrators to get prepared for resisting a possible crackdown.

A PAD leader advised protesters to arm themselves with bags of human excrement and urine to fight off police.

Following Samak's announcement, police briefly scuttled with protesters when they tried to prevent a group of people from joining the rally. They gave in after some 200 protesters came to confront them at the police line.

Samak said the demonstrations at bridge had caused severe damages to the country.

He blamed the PAD for trying to undermine the attempts of his elected government to solve the country's problems.

He said his elected government came to office by contesting the election under the democratic rules and it assumed the office during the time of the economic crisis.

He said he had done a lot as the prime minister and visited several countries but the government critics still accused his government of not doing anything.

Samak said the measures to solve the country's problems were going well until the PAD came out to protest against the plan to amend the Constitution.

"But where were these people when the constitution was abolished?" Samak asked emotionally.

"Now, they seized roads and marched to surround Government House and embarrassed the country in the eyes of the International Community. They play it hard and try to find fault with me to pressure me to leave office. When they could not find issues to attack me, they cited the old issues during the time of the Thaksin government."

He said the protesters were illegally blocking the roads and he thought the protesters were trying to incite the military to stage another coup.

"But the prime minister who is called Samak is also the defence minister. I work with the military commanders and I have good understanding with them … All people know me so who will stage a coup against me?" Samak said.

Samak said the protesters were building up forces like an army.

He said the protesters used rude and abuses to attack the government so he would no longer tolerate the PAD-led protesters.

"As the prime minister, I cannot sit idly by. I am not that good to stand being attacked that severely. They linked me to [former] prime minister Thaksin [Shinawatra] and said I am Thaksin's puppet and is about to turn the country into a republic. … What evidences they have to say that I am changing the country to a republic?" Samak said.

He said he had learnt that the protesters armed themselves with baseball clubs. "I don't know whom they will fight with."

"The country needs peace but you, the five PAD leaders, caused disturbances and damages. You have created deep wounds to the country during the past seven days.

He said the five PAD leaders have caused a lot of problems to the country.

"You can demonstrate but don't cause hardship to the people and do not challenge the government," Samak said.

While Samak was speaking on air, the demonstration site at the Makkahwan Bridge erupted in boos and jeers.

The protesters booed now and them while they were listening to Samak through loudspeakers.

After Samak finished his special programme, the PAD leaders vowed to stay put. They vowed to regroup and stage another rally if the demonstration was broken up.

Chamlong Srimuang, a PAD leader, also urged the protesters to carry digital cameras and take photos of police if they use force to try to end the rally.

Chamlong also urged protesters to ask questions with police what they were doing.

Chamlong said pictures and replies from police could be used as evidences for taking legal action against them later.

Boonsang vows to follow PM's orders

Supreme Commander Gen Boonsang Niempradit said Saturday he will have to do what Prime Minister Samak Sundaravej orders.


However he dismissed earlier reports that forces were prepared to disperse protesters rallying at Makawan Rangsan Bridge.

"It is duties of an officer to follow what PM, who is also defence minister, will order. However there is no preparation of forces yet," the general said.

Samak has threatened to use forces to end the protest led by People's Alliance for Democracy at the Makkhawan Rangsan Bridge.

He made the announcement on NBT Channel in a special live broadcast at 8:50 am.

Urgent: Metropolitan police chief says protesters to be dispersed today

Metropolitan Police Commissioner Pol Lt Gen Assawin Kwanmuang said the protest at the Makkhawan Bridge would be dispersed within Saturday.

He said he could not specify the timing of the operation to use force to end the rally.

He was speaking to reporters at 2 pm before attending a meeting of senior police officers at the Metropolitan Police head office.

PM issues ultimatum

Prime Minister Samak Sundaravej on Saturday ordered the People's Alliance for Democracy (PAD) to end their street protest by nightfall because it is blocking normal movement. The supreme commander said troops have not been ordered to use force - yet.

Core leaders of the protest movement were meeting Saturday afternoon to decide their next steps. They announced on Friday they would continue their protest in order to topple the government. Several thousand demonstrators remained at the protest site.

In a nationally televised speech on Saturday morning, Mr Samak said the week-long protest had created troubles for other people, including blocking traffic.

Demonstrators must leave the area "within today", said Mr Samak, and police and soldiers were on standby to act if needed. He said there was no question he would yield to protesters' demands to step down.

Supreme Commander Boonsang Niampradit told reporters on Saturday morning that he had not ordered troops to prepare to use force to disperse the PAD protest. He said he has not discussed the situation with Mr Samak directly, but that he has been monitoring news about the rally closely.

He said soldiers have the duty to follow orders, and that they will have to follow the premier's order if he gives one.

The PAD had earlier demanded the impeachment of government MPs and senators who had endorsed the government's plan to amend the 2007 constitution.

The government's motion to amend the charter, written by military-appointed legal and constitutional experts, was automatically dropped on Friday after more senators withdrew their support for the charter rewrite motion, and automaticatically lost legal status.

Some members of the People Power Party, led by Mr Samak, vowed to try to would renew the bid to rewrite the charter and collect signatures of supporting MPs later.

The PAD protesters and supporters have demanded that the coalition government resign because it is nothing but a puppet government under the direction of ousted prime minister Thaksin Shinawatra.

They also said they would move the site of protest - now near the UN building in the old area of Bangkok - to nearby Government House. (BangkokPost.com, TNA)

More than 200 riot police stationed at Education Ministry

(BangkokPost.com) - More than 200 riot police arrived at the Ratchadamnoen Venue on Saturday afternoon to wait for further order from their superiors.

The police, all armed, came on 10 buses and stationed in front of the Education Ministry at 6.30pm.

Meanwhile, more than 100 supporters of People's Alliance for Democracy (PAD) formed line around the area of the protest to guard the venue.

They reportedly have shields made of wood in their hands.

Five PAD core leaders announced that they are ready to be arrested but the rallies would continue.

Police will try to ask protesters to move to a new location and try their best not to use force to disperse the rally, Channel 7 reported.

The station said the top police officers resolved to talk to the leaders of the People's Alliance for Democracy to change the rally location intead of using force against the protesters.

Police offer to help PAD relocate rally site


Deputy police spokesman Pol Maj Gen Surapol Thuanthong said police were talking to the leaders of the People's Alliance for Democracy to help them relocate to a new rally site.

Surapol said police offered to help them move the stage and al belongings of the protesters to a new site of their choice.

He said the PAD could continue their rally at the People's Ground at the Bangkok Metropolitan Administration's head office, Chatuchak Park or Lumpini Park.

The spokesman said police would not use force against the protesters because police did not regard them as criminals.

However, if the negotiation fails to come up with an agreement and the protest caused damages to other people, it would be up to the prime minister to decide whether to order police to use force, Surapol said.

Hundreds of riot police and anti-government protesters faced off across a narrow no-man's land in the Saturday night rain, as demonstrators defied an order from Prime Minister Samak Sundaravej to end their week-long street protest.

About 1,200 riot police assembled at the demonstration site at the Makawan Rangsit Bridge. As darkness fell, a line of helmeted police armed with truncheons and shields stood at a barricade placed across the width of the bridge, site of murderous violence in the 1992 pro-democracy uprising.

A line of protesters with homemade plywood shields faced them from behind a barrier formed from chained traffic fences about five metres away.

The anti-government protest, complete with throwback cries of "Samak ok pai" (Samak Get Out!) continued just behind the protesters' skirmish line.

Despite the possible violence, the protest scene was remarkably calm.

Supreme Commander Gen Boonsrang Niumpradit told reporters that Mr Samak has yet to issue an order mobilising soldiers, but that the military would comply if an order is given.

"I am convinced that the prime minister will use only police forces. He will only use the military if the situation is very critical, because in most cases the result is tragic," he said.

A police official said 1,000 reinforcements from nearby provinces were expected to arrive in Bangkok by midnight.

In a Saturday morning speech, Mr Samak ordered the demonstration to break up by nightfall. He said the protest was interfering with movement by residents and business.

Demonstrators, under the banner of the People's Alliance for Democracy (PAD) defied the order, and said they would continue until his government was toppled.

"I will not yield to your demand," Mr Samak said in a televised speech early Saturday.

"I have prepared police and military forces. You must find another place to rally that will not affect or violate other people's rights," he said, stressing that obstructing traffic was illegal.

"Who do you want to stage a coup this time? If you want to fight, we fight in parliament," Mr Samak said.

The protest group's leader, media baron Sondhi Limthongkul, vowed to defy the dispersal order.

"PAD will not abandon any of you. I will not run away from death. I want to tell you that whatever happens to me, please take revenge for me," Sondhi told the cheering crowd.

"If government decides to use force to disperse the protest, then we have to defend ourselves and we are ready," PAD spokesman Suriyasai Katasila told reporters.

An aide to the prime minister, who spoke on condition of anonymity, told the AFP news agency that the prime minister would consider declaring a state of emergency if the situation spun out of control. "If lenient measures fail to break up the rally, an emergency decree would be a last resort," AFP quoted the unnamed aide as saying.

Police say protesters accumulating weapons, tend to create disturbance

Police Saturday issued a statement saying the protesters led by the People's Alliance for Democracy had been accumulating weapons and have tendency to create disturbance.

The statement, issued by deputy government spokesman Pol Maj Gen Surapol Thuanthong, said the protesters had been accumulating flag poles, iron pipes, baseball clubs and slingshots and trained protesters to use them as weapons.

The statement said the protests had severely affected the public because protesters occupied parts the roads, leading to traffic congestions.

The statement police saw that the protesters tended to use violence and violate other people's rights and thus violating the Constitution.

So, police would like the protesters to move to another location and police would assist them in relocating their belongings.

No use of forces to end the rally : Chalerm

There will not be use of forces to end the rally at Makawan Rangsan Bridge, Interior Minister Chalerm Yoobamrung said Saturday.

The protesters are allowed to continue their protest as long as their protest did not break the laws, Chalerm said.

"PM Samak said there would have use of forces to end the rally because he received reports that ill-intentioned people had a plan to instigate the situation and turned it into violence," Chalerm said.

Some 150 motorcyclists with green headband gather at Sanam Luang: police

Chana Songkhram police chief Pol Col Rangsan Praditphol said police were keeping a close watch on a group of some 150 motorcyclists who gathered at Sanam Luang.

Rangsan said the motorcyclists wore green headband and did not carry any arm.

"We are monitoring them and they just stay there," Rangsan said.

Govt cancels plan to use forces to disperse protesters : Chalerm
By The Nation

The government decided to cancel their plan to use forces to end the rally at Makawan Rangsan Bridge now that it can abort an evil plan to instigate the violence, Interior Minister Chalerm Yoobamrung said Saturday.

He claimed that Samak assigned him to talk to the public and to the media.

He said Samak mentioned about use of forces to end the rally during a special television programme on Saturday morning because he received an intelligence report that ill-intentioned people gathered at a law office and planned to throw grenades into the protest.

So the prime minister warned protesters to go home and to use of forces to prevent violence happened, Chalerm claimed.

He gave assurance that the protesters could continue their protest as long as it is conducted under the law.

However the interior minister declined to reveal about the plan and people involving in the plan, saying a doctorate degree holder like him will not take a risk by revealing the names and the place.

Tension immediately began to build. Hundreds of police including special units in full riot gear were deployed at the Makkhawan Rangsan Bridge, while the demonstrators were equipped with protection gears such as helmets and plywood shields.

"I will take them out from that spot. They are accumulating criminals to carry out a criminal act in the country. You have to take responsibility for what you are doing. I will not tolerate this. Police and soldiers will not either. I'll break them today. Preparations have been made. If you want to try (to resist), go ahead," Mr Samak said in the TV address.

The prime minister's warning came a day after the PAD changed its objective from blocking constitutional amendment to overthrowing the Samak government.

During Saturday, the anti-government protest erupted with throwback cries of "Samak ok pai" (Samak Get Out!), reminiscent of the "Thaksin ok pai" cries of the huge 2006 street protests.

Mr Samak said the demonstrators were breaking the law by blocking roads. He said he wondered if the protest was intended to force the military to intervene to stage a fresh coup.

Mr Samak's TV address was met with boos and jeers at the rally ground. The PAD promptly issued a statement, saying any an unjustified crackdown would be in violation of constitutional guarantees of freedom of speech and association. Leaders urged the protesters to remain calm if an emergency decree was imposed and said that new leaders would be appointed if the current leaders were arrested.

PAD leader Sondhi Limthongkul told the demonstrators, "PAD will not abandon any of you. I will not run away from death. I want to tell you that that whatever happens to me, please take revenge for me," Mr Sondhi told the crowd.

Following Mr Samak's announcement, hundreds of crowd-control police moved onto the Makkhawan Rangsan Bridge and began to negotiate with PAD leaders to relocate because their rally was blocking traffic. The police also offered to help the protesters relocate their rally to other areas such as the plaza outside the City Hall, Sanan Luang or Lumpini public park.

But senior policemen also claimed the protesters were accumulating weapons such as baseball clubs, slingshots and fighting sticks, and conducting training on how to use them.

After Mr Chalerm's interview, police spokesman Watcharapol Prasarnrattakij said police would allow the rally to continue.

After it was clear the protest could continue, PAD supporters gave roses to the anti-riot officers.

Earlier in the day, Army Commander Anupong Paojinda has ordered First Army chief Gen Prayuth Chan-ocha to put anti-riot units on standby, a military source said.

The troops, said to be armed with batons and shields only, would be brought in if police could not handle the situation, said the source, who added that preparations were made at Mr Samak's order. The prime minister ordered Gen Anupong on Friday to prepare contingency plans to intervene.

The source said that Gen Anupong did not want the army involved, because it would raise speculation about a possible coup.

"He does not want to get involved. There have been lessons. He hopes that police can handle the situation," said the source.

Supreme Commander Gen Boonsang Niampradit yesterday said he opposed using troops to break up the protest, but noted that soldiers would obey the government's orders.

"Troops should not be used to quell a riot, and the situation is unlikely even to turn into a riot. I do not think there will be use of force because it is dangerous.

"A situation ends when troops are mobilised, but in most cases the result is tragic," he said.

Samak says he told Chalerm to clarify his statement

Prime Minister Samak Sundaravej said Sunday that he told Interior Minister Chalerm Yoobamrung to explain his statement given on Saturday.

Speaking in his weekly live talk programme on NBT, Samak said the media misreported him throughout Saturday so he called Chalerm to explain the issue that the government had no plan to use force to disperse the protesters at the Makkhawan Bridge.

Protest 'must move'

Prime Minister Samak Sundaravej changed tack in his Sunday TV broadcast, saying that the PAD street protest has to move but he will never use force to move it.

"Unarmed police" will negotiate with protesters of the People's Alliance for Democracy, he said, and "ask" them to move to another location where they would not cause traffic problems and inconvenience to Royal family members.

In his weekly Speaking in Samak's Style show, the premier showed a strong contrast with a special TV speech on Saturday morning where he vowed to use riot police to force the end of the PAD protest.

But he insisted that members of the coalition which is demanding his ouster have been "violating several laws" since protests began last Sunday.

"Unarmed police will negotiate and ask them to dismantle their makeshift tents," he said. "If they don't, police will help in removing them to open the road for traffic.

"Nobody cares if they continue the rally elsewhere."

The PAD mob, which varies between several hundred and several thousand protesters, is encamped in front of the United Nations headquartaers on Ratchadamnoen Nok Avenue in the old (Rattanakosin) section of Bangkok. The prime minister and many residents believe the protest is inconveniencing motorists and the general public.

Mr Samak also claimed that the protest has caused inconvenience to Royal family members as they also use the road frequently and must now must detour.

"Protesters should be ashamed of themselves" because students are also having difficulty traveling to schools near the rally site. Thammasat University is accessed from the area of the site, as well as ordinary schools in the area.

He said if the protesters agree to dismantle their tents and other obstacles from the area, the event will be telecast for the people throughout the world to witness.

However, he said he would not allow the event to be brought up at a United Nations session.

Samak says Govt will not fall into PAD's trap

Prime Minister Samak Sundaravej said Sunday that he knew well that the People's Alliance for Democracy wanted the government to use force to disperse its rally to catch attention of international human rights organization.

Samak alleged that ASTV satellite-TV of Sondhi Limthongkul, a PAD leader, reported throughout Saturday that the government would use force to end the rally and invited the people to come out at the rally site at the Makkhawan Bridge.

"They want the government to make a raid while there were a lot of protesters to capture the attention of the United Nations. But I don't fall for that," Samak told his audience on his Talk Samak Style programme on NBT Channel.

43 state enterprises join anti-PM rally; threaten electricity, water cuts

BANGKOK, June 17 (TNA) - Reiterating that they would continue to provide moral support to the ongoing marathon rally against the coalition government of Prime Minister Samak Sundaravej in central Bangkok, leaders of 43 state-owned and operated enterprises on Tuesday pledged to adopt latest tactics by cutting off electricity, water and allowing the public to travel at no cost on trains and buses.

In a move seen as greatly increasing political 'temperature' and pressure by directly challenging the four-month-old government, leaders of the 43 state enterprises said they would continue to cooperate with the anti-government rally organised by the People's Alliance for Democracy (PAD) and that they were prepared to adopt the PAD's "civil disobedience" strategy.

The PAD has been demonstrating near the gates of the United Nations Economic and Social Commission for Asia and the Pacific (UNESCAP), the UN's regional headquarters, since May 25, demanding that Mr. Samak to leave his post.

Sathit Kaew-wan, secretary-general of the Confederation of State Enterprises Labour Union, said his organisation has decided to join the PAD rally, ready to implement its "civil disobedience" programme and that its members are awaiting an instruction of PAD core leaders.

The strategy, said Mr. Sathit, involves allowing people to travel on state-run trains and buses operated by Bangkok Mass Transit Authority at no cost and cutting off electricity supply to government agencies.

A deputy labour union chairman of the government-run Metropolitan Electricity Authority (MEA) said the civil disobedience would start at the Interior Ministry because it has not paid electricity bills for several months. At present the ministry owes more than Bt13 million to the MEA.

The electricity authority wrote to the ministry on June 11, asking that it settle the bills quickly but there is no response so far.

Mr. Sathit said the union members would stop their work immediately if the government uses force in breaking up the PAD rally.

The government has failed to achieve its task of administering the country, especially in regard to solving the current rising cost of living, he said. (TNA)

On to Government House

Thousands of protesters poured through leaky police cordons on Friday afternoon and began to close their own siege of Government House.

The demonstrators of the People's Alliance for Democracy outwitted almost all police blockades to force their way to Government House.

At Misakawan intersection, the last police blockade, police trucks in the middle of Phitsanulok Road were unable to block protesters.

Minor skirmishes were reported at some of the police cordons, and seven policemen were injured as protesters poured past them.

Within an hour of the beginning of the protest march, (PAD) core leaders Sondhi Limthongkul and Somkiat Pongpaiboon joined colleague Chamlong Srimuang at the Nang Lerng intersection near the Royal Turf Club on Phitsanuloke Road on their way to Government House.

Police won a Phyrric victory: PAD loudspeaker trucks were not able to pass police blockades with the protesters.

Police fought with the leading edge of a crowd of protesters, while other PAD supporters simply ran past the ineffective police lines and approached Government House. Spokesmen said seven policemen suffered injuries in the clashes.

Protesters sat down in the middle of the road within sight of the prime minister's office. They did not actually enter Government House, and did not appear to try.

All staff at Government House were sent home early on Friday afternoon. Schools in the area were ordered closed on Thursday in case of violence.

Police had water cannons and tear gas but did not use them. Police officers said they would not use violent means to disperse the demonstrators, who outwitted them easily.

A PAD leader said he expected 400,000 demonstrators by Friday afternoon. An estimated 10,000 showed up.

PM calls urgent meeting with security chiefs

(BangkokPost.com) - Prime Minister Samak Sundaravej called an urgent meeting with National Police chief and the heads of the armed forces on Friday afternoon at the Army Club as supporters of People's Alliance for Democracy (PAD) reached Government House.

Presumably, the meeting was held to discuss the PAD rallies and assess the situation, but there was no official announcement.

Army chief Anupong Paochinda earlier said the army would keep its distance and that political problems should be resolved through political means.

The protesters demand that Mr Samak and cabinet members step down from office.

Spokesman: PM not to use force against protesters

(BangkokPost.com) - Prime Minister Samak Sundaravej will not use force against supporters of People's Alliance for Democracy (PAD) who gathered in front of the Government House to demand the ouster of the premier and cabinet ministers, deputy government spokesman Nattawut Saikua said Friday afternoon.

He also said that Mr Samak vowed to continue to administer the country, and will protect the sovereignty of the people.

Mr Samak himself escaped an army of reporters who were waiting to interview him at the Army Club, where he called an urgent meeting with chiefs of armed forces and national police chief.

He reportedly switched to a new car to avoid being followed by reporters.

First Army Commander Prayuth Chan-ocha said after the meeting that it was aimed at informing the premier about the rallies, and that Mr Samak did not give any special orders.

"Nothing much," he said. "We just reported him about current situation."

Chavalit suggests PM to resign to end rifts


(BangkokPost.com) - Former premier Chavalit Yongchaiyudh suggested three options for the government to end political confrontation, and one of them is for Prime Minister Samak Sundaravej to resign.

Gen Chavalit, speaking at a seminar in Khon Kaen, said the other options are for Mr Samak to dissolve the parliament to allow a new election, or for the national government to be set up.

He also said that the rallies of People's Alliance for Democracy (PAD) are done following the democratic process, and that they could lead to make-or-break situation.

Without a talk between the government and the PAD, military coup would be the only way to end ongoing rifts, he said.

Foreign Minister Noppadon Pattama on Friday insisted that the government had a legal right to stay in power.

He flatly dismissed former prime minister Chavalit Yongchaiyudh's suggestion that a House dissolution should be called to diffuse the current tension.

The People's Alliance for Democracy protesters are moving in on Government House.

"We have the majority of the people on our side. We are tackling rising food prices and skyrocketing petrol prices," Noppadon said.

He said the government could not just give in to a group which did not respect the rules of democracy.

"If we give in, sieges of Government House by four or five thousand people will keep happening. In the democratic country, you must listen to the majority," Noppadon said.

Samak dealt parliamentary blow

Besieged Prime Minister Samak Sundaravej suffered another severe political blow this evening when Parliament formally accepted the opposition's censure motion, practically preventing him from seeking a "graceful" way-out through a House dissolution.

The Democrats' censure motion, which was submitted to Parliament authorities earlier this week, was formally put on the House of Representatives' agenda, thus ending all doubts about validity of the motion.

The Constitution states that the House cannot be dissolved once a censure motion has been submitted. There had been debate, however, over whether the process of submitting the Democrats' motion had been completed without it being put on the House's agenda.

Now that Samak cannot dissolve the House, he has only two options as political pressure mounts _ he can try to hang on to his post with unpredictable consequences or he has to resign.

But Samak is looking increasingly isolated. And the fact that the Democrats' motion was put on the House agenda at a time when street protests were intensifying raised a big question whether his allies in the coalition government have turned against him or involved in some kind of a conspiracy against him.

House dissolution had always been Samak's trump card, his only weapon that kept both enemies and suspicious allies at arm's length. Now that he could no longer wield this weapon, his position now looked more precarious than ever.

The ruling People Power Party's "war room" team yesterday accused the People's Alliance for Democracy (PAD) of trying to incite bloodshed with the aim of causing a military coup.

Party deputy spokesman Jatuporn Prompan said the PAD leaders had moved their rally site to Government House in order to leave the authorities with no choice but to use force.

"I believe that bloodshed will be inevitable now. There is no choice. One side is trying to break into Government House while the other side is defending it," Jatuporn said.

PAD overcomes police and won't move 'until PM Samak and government resign'; state of emergency may be declared soon

All eyes are on how PM Samak Sundaravej responds to the People's Alliance for Democracy's successful siege of Government House yesterday.

Samak has not been seen since he met urgently with Army commander-in-chief General Anupong Paojinda, regional commander Lt-General Prayuth Chanorcha and national police chief Patcharawat Wongsuwan at the Army Club about 3pm.

Samak is believed to have signed a state-of-emergency order that's yet to be declared.

A source in the People Power Party (PPP) said Thaksin had pressured Samak to quit because he was the "problem" of the ongoing protest. PPP ministers Somchai Wongsawat and Surapong Suebwonglee were the favourite candidates to succeed Samak.

A military source said the Army would leave Samak to decide on what he should do best in the situation.

Later in the evening, Samak suffered another severe political blow when Parliament formally accepted the opposition's censure motion, practically preventing him from seeking a "graceful" way-out through a House dissolution.

Democrats condemn

The Democrat's censure motion, which was submitted to Parliamentary authorities earlier this week, was formally put on the House of Representatives' agenda, ending all doubts about the validity of the motion.

Police estimate 25,000 PAD protesters are at Government House, calling for Samak and his government to resign.

Samak refused to speak with reporters all yesterday. He was expected to address the nation about the crisis on television last night. That was cancelled.

The PAD succeeded in surrounding the House, with little resistance from the police and its security.
Chamlong Srimuang, a PAD core leader, vows to remain outside until Samak quits. He says Samak is a "nominee" of ousted PM Thaksin Shinawatra.

Police and House security made little effort to stop protestors from surrounding the compound.

They warned that tear-gas and rubber bullets could be used to disperse crowds. In they end, they did nothing.

The PAD quickly set up a new stage from which to launch its rally. It has moved from Makkhawan Bridge, where it had been camped since May 25.

The group is now speaking from stages at the Nang Lueng Intersection and Chamai Mayurachet Bridge.

Leader goes missing

Samak was away from his office most of yesterday and not present when the protesters broke past police barriers.

The PM arrived at the Foreign Ministry at about 9am to chair a meeting of state agencies organising the next Asean summit.

Meanwhile, the ruling People Power Party "war room" accuses the PAD of trying to incite bloodshed, with an ultimate goal of encouraging a military coup.

Jatuporn Phromphan, the party's deputy spokesman, says alliance leaders moved the rally in a bid to force the government to employ force.

PAD leader Chaiwat Sinsuwong says it will "stay here until we win".

"Perhaps [Samak] will resign tomorrow," says Porntip Saksrisanong, a 50-year-old food-seller from Bangkok. "I'm not worried about a violent crackdown, because this is an elected government

Chamlong insists PAD will not talk with Govt

Chamlong Srimuang, a leader of the People's Alliance for Democracy, Saturday insisted that the PAD would not hold any talk with the government.

Chamlong said the PAD insisted on its demand for the entire Cabinet resign and for the government to cancel the plan to amend the Constitution.

He said the PAD would not demand the coalition partners to resign because the PAD no longer placed any hope on the coalition partners of the People Power Party.

Chamlong the PAD would continue to demonstrate in front of Government House with no schedule for ending the protest.

The People Power Party denied Saturday that Prime Minister Samak Sundaravej was under pressure by party members to resign.

PPP party-list MP Jatuporn Promphan held a press conference saying reports that Samak came under pressure by some leading members of the party to resign were rumours.

Jatuporn said Samak was also not pressured by Army Commander-in-Chief Gen Anupong Paochinda, First Army Area Commander Lt Gen Prayuth Chan-ocha and Police Commissioner-General Pol Gen Phatcharawat Wongsuwan to resign.

He said Anupong, Prayuth and Phatcharawat met Samak Friday afternoon to report the latest situation, not to pressure him to resign.

The government will not declare the state of emergency to deal with protesters, People Power Party MP Jatuporn Promphan said Saturday.

He said the government would not resort to the emergency announcement as long as police could control the situation.

Interior Minister Chalerm Yoobamrung insisted Saturday that the government will not declare state of emergency.

Chalerm who appeared in good mood gave an interview after having his haircut inside his house at 11 am.

He said the government would not enforce the emergency decree to deal with the situation because the protesters still demonstrate peacefully.

The interior minister said the protesters would have to wait forever if they wanted the government to use force to crack down on them.

Police to plot Samak's route for bracing PAD to enter Government House

Police have yet to plot a route for Prime Minister Samak Sundaravej to go through the besieging of Government House by the People's Alliance for Democracy, the national police chief said Saturday.

Police Commissioner-General Pol Gen Phatcharawat Wongsuwan said the prime minister would go to work at his office as usual on Monday so police would plot a route for him.

He said police would hold a meeting later Saturday to decide on the route.

Phatcharawat said police could still control the situation so there would be no more special measures to deal with the protesters.

Embattled Prime Minister Samak Sundaravej agreed Saturday to attend a debate on national problems to be held by the Senate on Monday, Deputy Senate Speaker Nikhom Waiyaratphanit said.

PAD blocks entire Rajdamnoen Road

The People's Alliance for Democracy Friday morning blocked all lanes of Rajdamnone Avenue instead of allowing traffic flow on the rightmost lane.

They blocked the entire road with barbed wife and had a dozen of guards block the road.

Usually, the PAD allowed vehicles to use the rightmost lane from 8 am to 5:30 pm before blocking the entire road.

About 5,000 protesters led by the People's Alliance for Democracy rally in front of the head office of PTT Plc Friday morning.

The protesters gathered there at about 9 am.

Three PAD co-leaders, Sondhi Limthongkul, Somsak Kosaisuk and Somkiart Pongpaibool, arrived at the rally site at 10:30 am.

The protesters demanded the government to delist PTT and seize its back as a state enterprise.

Traffic on the Sri Ayudhaya Road came to a standstill Thursday morning when some 10,000 rallied in front of the Metropolitan Police head office in support of Sondhi Limthongkul.

The people began rallying there since 8 am.

Pro-government activist admits on TV he led protests to beat up PAD protesters in Udon Thani

Kwanchai Praiphana, leader of the Udon Thani Guard Group, admitted during an interview on Channel 3 that he let his supporters to beat up protesters led by the People's Alliance for Democracy.

Kwanchai vowed to lead his supporters to beat PAD protesters again if they hold another rally in the northeastern province.

On Thursday, Kwanchai led hundreds of protesters demolish PAD's stage and beat up PAD protesters, seriously injuring two of them.

Kwanchai said he had warned local PAD supporters several times not to organise a rally in the province, because he regarded that anti-government rallies damaged the province's reputation.

"Yes, I did it and I am not afraid of legal action because I will be charged only public brawl charges," Kwanchai said.

"I've warned them several times that they must not come here."

An anti-government demonstration held July 13 by the People’s Alliance for Democracy at Chiang Mai’s Municipal Stadium has provoked calls for the resignation of the city’s Mayor, Dr. Duentemduang na Chiengmai, according to a report on a Thai news website. A violent clash at the demonstration between PAD and government supporters, has, it is claimed by the Northern Citizens’ Association for Democracy, created conflict amongst local residents. As a result, the NCAD held a further rally on July14, during which a petition was circulated urging the Mayor to take responsibility for her decision to allow the PAD demonstration, and to resign.

A representative of the NCAD, Jirapat Ruenkaew, stated that his group had not been responsible for the throwing of bottles and rotten food at the PAD protestors, and that his supporters were present as the demonstration simply because they were local people who disagreed with the PAD’s stance. More than 1,000 protestors of both political persuasions attended the PAD rally.

At the PAD demonstration itself, the initial topic for discussion was the situation regarding Preah Vihear temple. At the end of the discussion, after protesters had heard speeches from Kasit Phirom, former Thai Ambassador to Washington DC, Pichaet Pattanachote, former Senator and others, Chachay Sukhvadee (a famous rock star) sang “We Love The King, we love Thailand,” joined by the crowd. At that point, a large number of demonstrators opposing the PAD blocked the exits to the venue and threw rotten eggs, urine-filled bags, stones and bottles at those who were attempting to leave, showing no consideration for children, women, monks or the elderly. A near riot commenced, with 100 police being brought in to restrain the demonstrators.

Buri Ram - Police have arrested 14 men after 100 men stormed in to destroy a stage of the People's Alliance for Democracy here Thursday evening, injuring 14 policemen.

Buri Ram police chief Pol Maj-Gen Prasit Thamdee said ten of the 14 belong to the Buri Ram Guard Group and the rest to PAD.

They were charged with obstructing officers' operations and vandalism.

About 100 Buri Ram Guard members stormed in and clashed with police and PAD supporters to demolish the stage of PAD.

Natthawut blames PAD for Udon Thani violence

Deputy Government Spokesman Natthawut Saikua Friday blamed the People's Alliance for Democracy for violence in Udon Thani and denied that the government an People Power Party were behind the attack against PAD's protesters.

Natthawut said PAD held smaller demonstrations in provinces with intention to provoke attacks from its opponents.

He said the government would legal measures instead inciting people to clash with the PAD.

Natthawut said the PAD should halt its plan to provoke violence in provinces.

Provincial governors ordered to prevent political violence

Permanent Secretary for Interior Ministry Pongpyome Wasaphuti Friday instructed provincial governors nationwide to ensure that political demonstrations in their provinces would not end up in violence.

He said the provincial governors would have to make sure that opposite groups of demonstrators would rally in different locations to prevent clashes between them.

Pongpayome said the governors, who failed to keep order, might be transferred back to the Interior Ministry headquarters.

Provincial police reprimanded for indifference to prevent clashes

BANGKOK, July 25 (TNA) – National Police Chief Pacharawat Wongsuwan warned Friday he would take disciplinary actions against provincial police officers who failed to prevent clashes or violence between conflicting
activists in their political demonstrations.

Pol. Gen. Pacharawat' harsh announcement came on the heels of two separate clashes between pro- and anti-government activists in the northeastern provinces of Udon Thani and Buri Ram -- the incidents he described as a "dear lesson" for the local police.

He blamed them for their indifference to the situations and announced that wrongders must be arrested.

Hundreds of protestors of the so-called Udon Thani Guard Group on Thursday stormed into the People’s Alliance of Democracy-led rally in the province and demolished its stage. Some chased and beaten up the PAD supporters,
causing two of them serious injuries.

Udon Thani provincial governor Supoj Laowansiri on Friday expressed concerns over the confrontation following a similar event in Buri Ram.

He said 15 people were injured in the melee but no one was beaten to dead as earlier reported. Four of the injured victims were hospitalised.

Meanwhile, Democrat party leader Abhisit Vejjajiva said it was a regret that such a violence took place during the demonstration. He called on the government to hunt for those masterminding the attack.

Deputy Agriculture Minister Theerachai Saenkaew strongly denied his involvement in the clash following a report that his brother was the anti-PAD group leader. (TNA)

Interior Minister to negotiate with PAD to end rally

The Interior Minister, Pol. Capt. Chalerm Yubamrung, reports that he will ask for a negotiation with the People’s Alliance for Democracy (PAD) via the media to end the protest following a clash between PAD and the Khon Rak Udon (คนรักอุดร) Group yesterday (July 24th) in Udon Thani province.

Pol. Capt. Chalerm says he will request the PAD leader, Mr. Sondhi Limthongkul, to stop rallying against the government, and he believes that the clash was staged to defame the government. However, he says this kind of confrontation may affect the national image but will not cause further division in the society.

The Interior Minister affirms the People Power Party is not behind the clash yesterday and says he has instructed the governor of Udon Thani to closely monitor political demonstrations.

Regarding the Cabinet reshuffle, Pol. Capt. Chalerm refuses to comment on the matter but says the premier is a person who cannot be pressured.

Udorn Thani police setup investigation teams after demonstrator clashes

Commander of the Udorn Thani provincial Police, Police Major General Permsak Paradonsak (เพิ่มศักดิ์ ภราดรศักดิ์) has erected two investigation teams to probe into a recent clash between the People's Alliance for Democracy (PAD) and the Udorn Enthusiasts groups.

The first investigation team will be led by Deputy Provincial Commander Police General Pattarawut Uemsasithorn (ภัทราวุธ เอื้อมศศิธร) while the second will be led by Deputy Provincial Commander Police General Chaiyan Larpkij (ชัยยันต์ ลาภกิจ).

The teams have begun briefing with an assessment of injuries and damage. Udorn thani PAD head Charoen Mukajornpun (เจริญ หมู่ขจรพันธ) has asked police take the matter to its fullest.

Police have at the moment, cornered off the incident site and disallowed people to tamper with the area.

Exchange of blame for violence

Interior Minister Chalerm Yoobamrung and the People's Alliance for Democracy yesterday traded blame for Thursday's violence by government supporters in the Northeast that left 29 people hurt.

"Supporters of [former PM] Thaksin can't stand it and they come out to scare away the [PAD protesters]. If the PAD doesn't stop this practice of holding rallies in the provinces, they will always face angry government supporters. And the bickering will never stop," Chalerm said.


But the PAD accused "the puppet government" of unleashing "pro-government thugs" on its demonstrations in Udon Thani and Buri Ram.

Chalerm said the PAD's recent activities upcountry had upset government supporters as their beloved politicians, especially Thaksin Shinawatra, were "unfairly" criticised with derogatory words. "I wonder if the PAD is concerned that news has spread all over the world that Thais are killing each other [although no one died]," he said.

The PAD in a statement denounced the assaults on its followers and hinted that they would counter-attack. "People at the receiving end may finally rise to fight back. And that time is near," the PAD warned.

The statement advised supporters against holding rallies in provinces where "you can't rely on police and state officials for security" and urged them to join the PAD's campaign in Bangkok instead. It also called on Army chief General Anupong Paochinda, as director of the Internal Security Operations Command, to "show more responsibility than staying neutral" in order to prevent widespread bloodshed.

In Udon Thani, 15 people were injured, including two police, when furious pro-government people forced their way past police barriers to attack PAD supporters at a local park.

In Buri Ram, a pro-government gang clashed with police and left 14 officers injured when the men forced their way into the PAD's assembly and tore down the stage. Fourteen people were arrested, two of them from a PAD-affiliated group, for obstructing police duties and destroying property.

Kwanchai Praipana, leader of the Udon Thai Patriots Club, said his people had been attacked by PAD supporters first. Charoen Mookhachornpan, a local PAD leader, said Kwanchai had used his control of a local radio station to incite violence.

Democrat secretary-general Suthep Thaugsuban said he had learned that funds had been distributed to provinces to hire participants for such anti-PAD activities.

"Some provinces got more than Bt30 million each."

The first fatality [GWR: The royal Thai Police are denying anyone was killed in this incident.] in Thailand’s internal war occurred Thursday in the northeast province of Udorn. Incited by the We Love Udorn Group – a well-organized local right-wing pro-Thaksin support organization – hundreds of opponents to the People’s Alliance for Democracy quickly diverted two police officers who were not guarding the entrance to the PAD’s staging area in Udorn.

The PAD was there to broadcast its message to the people of Udorn, but apparently the people of Udorn were not ready to listen. Armed with knives, sticks, hatchets and clubs, the large group, a human torrent, quickly filed past the policemen and entered the PAD area. They quickly dealt with the unarmed guards, striking them to the ground. The group moved in further, destroying the PAD’s stage, tearing up and burning its supplies and posters, and spitting on PAD T-shirts before trampling them underfoot and setting them afire.

Recorded on video – and already being assembled for criminal litigation against those responsible – the violence was shocking in the extreme. One PAD guard was killed and several dozen others injured.

Compounding the horrendous nature of the violence, there was a matching violent session in the lower northeast province of Buriram where Newin Chidchob, a Thai Rak Thai politician banned from politics for five years, is a powerful political warlord. With another PAD group assembled near the city’s main railway station, a mob of dozens of pro-Thaksin and pro-government forces moved in, smashing, shouting, beating and cursing the PAD supporters.

Both the PAD and anti-PAD supporters were carrying national flags and swearing national allegiance, but only one side was peaceful – the PAD. This is not the first incident, nor sadly will it be the last, where right-wing forces have reacted violently against those with whom they have differences.

What did Thailand’s current nominee government think of the violence? Interior Minister Chalerm Ubumrung shrugged it off, including the death, saying that if the PAD would keep its protests in Bangkok, “where we can’t stop the protests,” then things would settle down. Prime Minister Samak Sundaravej said the same thing, apparently indifferent to the casualties and lack of law enforcement to protect the peace.

In a duplication of Samak’s own role in past incitement of right-wing violence against pro-democracy demonstrations in October 1976, using Armored Car Radio as a platform to cause hatred and violent reactions, this time Udorn used its own We Love Udorn Group radio, FM 97.5 MHz, and FM 94.00 MHz. A program hosted by the group’s president Khun Khwanchai Sarakham, who also owns the stations, incited local listeners by citing the PAD and its followers as despicable persons who must be kept out of Udorn.

For his part, after the fatality and injuries of the day before, Khun Khwanchai on Friday admitted to inciting local opposition and rough methods against the PAD. He also promised to continue the violent methods.

“We will throw them out,” he said, “whether they come in tens, in hundreds, in thousands or tens of thousands. Udorn belongs to us.”

When a television anchor asked him during the early morning interview if he meant he was going to continue using violent means, he said “Yes.” He added, “Udorn belongs to us.”

Udorn, along with the other 19 northeast provinces where some 22 million people live and work, also belonged to the Thai Rak Thai and now the People’s Power Party of Prime Minister Samak Sundaravej. The entire region was part of a landslide victory in parliamentary elections in December 2007, and it is generally very difficult for opposition parties to find freedom to speak, much less set up offices and operate freely without fear of local violence. The degree of intimidation is implicit in the region, and bespeaks of a major inhibition in promoting real democracy in the region.

Khwanchai’s We Love Udorn Group Web site, http://www.weloveudon.net/, was created on March 18, with a Bangkok-based IP address. The pro-Thaksin Web site is well-organized, containing an assortment of multimedia, including video and audio clips and recordings of radio broadcasts. The degree of content and organization reflects solid funding, and Khwanchai’s ties with Thai Rak Thai are well known.

What incited Khwanchai and others against the PAD, besides the fact that it is anti-government and pro-democracy? In the Friday interview Khwanchai said he was fed up with PAD swearing at the government and its efforts to spread its message into other provinces. Seemingly unafraid of any criminal litigation coming his way, Khwanchai insisted that the We Love Udorn Group would continue and continue using violence until the PAD stopped trying to come into Udorn.

When asked whether Udorn belonged to him and his group, and whether or not Thai people have a right to speak in public against the government, Khwanchai admitted it only slightly. Instead, he concentrated his reply on the idea that Udorn belonged to the people of Udorn and he would fight to keep it that way, no matter what it took. He insisted that "other people should stay out of here!"

Udornt Thani group affirms it will not desist from clashing with PAD

Udornthani Enthusiasts group leaders Kwanchai Phraipana (ขวัญชัย ไพรพนา) and Uthai Saenkaew (อุทัย แสนแก้ว) emerged from over 2 hours of questioning by police concerning a recent clash with the People's Alliance for Democracy. Both leaders assured that they had only traveled to meet police as a sign of their innocence and both were released without bail or collateral. The leaders denied police claims that they were an unlawful and have threatened to counter sue such claims as well as warning that they will not cease to defy the PAD and attempt to deny them from rallying in Udornthani.

Provincial Police Commander, Police Major General Permsark Paradornsak (เพิ่มศักดิ์ ภราดรศักด) said that the two men have been processed according to law and have received all charges against them.

Police to take action against minister's brother over Udon Thani clash

Udon Thani police will take action against two leaders of last week's attack on supporters of the People's Alliance for Democracy during their antigovernment rally, the provincial police chief said Monday.

Maj General Permsak Paradon, the Udon Thani police commissioner, told a press conference that an initial investigation found that Kwanchai Sarakham (also known as Kwanchai Phraipana) and Uthai Saenkaew led troublemakers who stormed into the PAD rally at a park in the northeastern province last Thursday.

Uthai is a younger brother to Deputy Agriculture Minister Theerachai Saenkaew from the ruling People Power Party.
