Red passport returned

The Foreign Ministry has reinstated the diplomatic passport of former prime minister Thaksin Shinawatra.
A high-level source in the ministry confirmed the ministry had re-issued the document.
The renewal of the red passport was made less than two weeks after Mr Thaksin's fomer legal adviser and close aide Noppadon Pattama was appointed foreign minister.
There has been speculation that the move was made to facilitate Mr Thaksin's return to Thailand.
The source said the reinstatement was based on the principle that everyone must be treated equally under the rule of law.
Mr Noppadon said when he took office on Feb 7 that Mr Thaksin deserved the same treatment as all other former prime ministers who have had red passports.

Ex-PM calls up supporters in Chiang Rai from Cambodia

Thaksin Shinawatra appears to be on the verge of returning to Thailand after living in exile since he was deposed as prime minister in the September 19, 2006 coup.
Thaksin reportedly arrived in neighbouring Cambodia on Friday at the invitation of Prime Minister Hun Sen for a round of golf. About 1,000 of his supporters yesterday attended an event in the northern province of Chiang Rai, dubbed "We Miss Thaksin".
During the affair, in a downtown area, Thaksin phoned in and announced before the crowd that he would know by next Tuesday exactly when to stage his comeback.
Thaksin also told his supporters in Chiang Rai that he had no plan to stay in Thailand for a long period after returning because he has to travel overseas for business.
Thaksin also extended his congratulations to Chiang Rai residents during his phone-in, as Yongyuth Tiyapairat - a Chiang Rai politician - was recently elected as the president of Parliament.
According to TNN, a cable-TV station, Yongyuth was reportedly with Thaksin during the phone-in.
Sources from the ruling People Power Party (PPP) said Thaksin would stay in Cambodia until today before heading to Beijing, his next stop. Thaksin's arrival in Phnom Penh came ahead of Prime Minister Samak Sundaravej's planned official visit to the neighbouring country on March 3. Speculation was rife that Thaksin, who chose Samak to head the PPP, which won the most seats in the December general election, could have a meeting with Samak in Phnom Penh. However, Samak said he was not aware of Thaksin's trip and he would have to be informed in advance if there would be such a meeting.
Phromsak Saempoh, chairman of the Northern Grassroots Network, who organised the gathering in Chiang Rai for Thaksin, said no one had been paid to attend.
He said if Thaksin really returned to his home town in the adjacent province of Chiang Mai, some 20,000 members of his group would rally to welcome the former premier.
According to the organiser, Confederation for Democracy leader Weng Tojirakarn and Thaksin's son Panthongthae were among those invited for yesterday's gathering.
Some Thaksin supporters said they heard the ousted premier might fly in directly to his home-town province of Chiang Mai, bypassing Bangkok's Suvarnabhumi Airport.
Surapong Towichakchaikul, a Chiang Mai MP under the PPP banner, said Thaksin's supporters wished they could welcome Thaksin by Songkran, the Thai New Year, in April.
Sources said residents of Chiang Mai had started to prepare for Thaksin's homecoming as rumours abound that he could be back sooner than expected.
Thaksin also reportedly got his red diplomatic passport back after his former legal adviser, Noppadon Pattama, was named foreign minister.

Noppadon hints at Thaksin return
(BangkokPost.com) – “Very soon,” was the response the audience of “Sanom Pao Station”, a television programme aired on Channel 5 got from Foreign Minister Noppadon Pattama, when he was asked when ex-premier Thaksin Shinawatra was due to return to Thailand.
Noppadon was also questioned about House Speaker Yongyuth Tiyapairat’s trip to China to meet with the ousted leader, to which he said it was a “personal visit” with no official schedule.
According to the Foreign Minister, Mr Thaksin, whose diplomatic passport was revoked following the September 2006 military coup, now has the privilege of using the red-cover passport once again after it was returned to him.
“In the past, every prime minister, whether ousted or not, has received the special privilege of getting a diplomatic passport. Therefore, to ensure that the Foreign Ministry’s regulations are abided by, Mr Thaksin should also get one.”
He described the way in which Mr Thaksin’s passport was taken away from him as "an illegitimate move" by the coup-makers.
“Every former prime minister should be treated equally and as a Foreign Minister, I am here to ensure that,” he said.

Foreign Minister affirms he did not approve former PM’s passport
Minister of Foreign Affairs Noppadol Pattama (นพดล ปัทมะ) revealed after returning from a visit to the People’s Republic of China that he was unaware of the issuance of a new red book passport returned to Prime Minister Thaksin Shinawatra. Mr. Noppadol affirmed that he had not instructed anyone in his ministry to issue the diplomatic passport to Mr. Thaksin.
The Foreign Minister stated that there has been much pressure from the public to revoke the former premier’s passport but after further review the ministry found that it was the constitutional right for all citizens to be issued a passport for life. The red book passport though has a limited amount of enterable nations.
Mr. Noppadol also stated that Mr. Thaksin is scheduled to return to Thailand earlier than first expected.

Big Boss coming home

Mr Thaksin's presence at home will remind Mr Samak who is really in charge.
The "Big Boss" is coming home! Finally, after more than a year of self-imposed exile shuttling between England and Hong Kong, deposed prime minister Thaksin Shinawatra was reported to be returning to his motherland next month, about two months ahead of schedule.
It was also reported he will be given a hero's welcome at Suvarnabhumi airport by his faithful followers.
Why the early return? Well, I guess the current political situation requires his personal presence, even temporarily, to take care of it.
First, rifts in the People Power party (PPP) between Newin Chidchob's faction and the faction led by Sudarat Keyuraphan, both one of the 111 former Thai Rak Thai executives banned from politics for five years, has become so bad that if allowed to spin out of control it could threaten the government of Mr Thaksin (sorry, Samak Sundaravej).
As an outsider, and a loner in the PPP, Mr Samak is completely powerless to deal with factional in-fighting. Thus, the presence of Mr Thaksin, as de facto PPP leader, is needed to settle disputes.
Mr Thaksin's presence at home will remind Mr Samak who is really in charge. Recent conduct by Mr Samak, as evidenced by his statements that he is not a nominee prime minister and by his failed attempt to meddle with the cabinet lineup and lists of ministerial aides may have caused the Big Boss some unease.
But inside sources insist Mr Thaksin will not permanently resettle here, but shuttle back and forth between Thailand and England where he has the Manchester City football club to take care of. That, perhaps, would be a wise move for both him and Mr Samak.
Why? Just imagine how embarrassing it would be for Mr Samak if his cabinet ministers parade into Mr Thaksin's mansion instead of Government House for a "cabinet meeting".
This would cause a lot of public confusion about who is really prime minister, or if we have two prime ministers, one a nominee, the other a puppet master. This impression would not be good for either of the two men.
Just as the Big Boss is about to return to put his house in order, it appears a house cleaning has started to rid the government of elements deemed hostile to him.
The first head to roll was that of Sunai Manomai-udom, head of the Department of Special Investigation. He was transferred to head the Office for the Protection and Suppression of Corruption in the State Sector, a new agency to be set up in the Justice Ministry. He was replaced by Pol Col Thavee Sodsong, a Thaksin loyalist.
Sunai is regarded as an opponent of the Thaksin regime and his department has been investigating a share concealment case against Thaksin's clan.
Sunai's ouster signals the start of what seems to be a purge to cleanse government bureaucracy of anti-Thaksin elements. The next head speculated to roll is that of Jarun Pukditanakul, the Justice permanent secretary, another staunch Thaksin opponent.
Many heads are expected to follow, and could include Public Relations Department chief Pramoj Ratthavinij and national police chief Pol Gen Sereepisut Taemeeyaves.
Why has the purge started before even the cabinet seats have been warmed? My guess is that this is seen as the right time, with the government still enjoying strong public support and the anti-Thaksin alliance still in disarray.
If the prelude to the apparent purge raised eyebrows, the next step may be more exciting. That is the mid-year reshuffle of the middle-ranking military officers in May. Will the commanding officers awarded by the coup makers for their role in the overthrow of the Thaksin regime in 2006 be axed from key troop-commanding positions, replaced by officers close to Thaksin's former mates in Class 10.
And with another major military reshuffle in September which will likely see the reinstatement of most Class 10 officers to powerful positions, the power shift will be firmly in the hands of the Big Boss.
One may wonder aloud is this apparent purge a part of the government's pronounced national reconciliation plan?

PAD threatens to revive street protests
The People's Alliance for Democracy on Monday issued a statement warning about the eruption of chaos if the government acts as a puppet of the Thaksin regime.
"It has been proven clearly that the Samak Sundaravej government is in fact the reflection of the Thaksin Shinawatra administration," the PAD said in the statement.
It claimed that the government was working to benefit one man, the ousted prime minister Thaksin, instead of serving 63 million people.
The government meddled with the media reports, removed DSI chief Sunai Manomaiudom who was in charges of many cases involving Thaksin and promoted Thawee Sodsong, seen as a Thaksin's ally, to replace Sunai just three days ahead of the announcement of Thaksin's planned return, it said.

Interior Minister warns against anti-Thaksin rally
Interior Minister Chalerm Yoobamrung on Monday said he saw no justification for the People's Alliance for Democracy to stage a protest about former prime minister Thaksin Shinawatra returning to his homeland.
"The PAD used to say it would allow the government a chance to prove its performance but today no work has started yet, hence I deem it unnecessary for a rally as Thaksin would come back as a Thai citizen," he said.
Chalerm said the PAD should reflect on its stand rather than rush to attack Thaksin without justification.
"The PAD onced allged Thaksin about being an unroyalist but refrained to showing its accountability after the Office of the Attorney General had dropped the charges," he said.

People Power ready for headon collision with PAD
The People Power Party is ready to moblilise its 10 million supporters to counter the anti-Thaksin protests, MP Pracha Prasopdee said on Monday.
Pracha was reacting to the announcement by the People's Alliance for Democracy threatening to revive street protests to oppose the return of former prime minister Thaksin Shinawatra on grounds of the government's tampering with the legal proceedings to help him eluding the law.
"If the PAD becomes active, I plan to confront it by mobilising 10 million People Power supporters," Pracha said.
Although he doubted whether the PAD could attract the crowds to join its street protests, he would not allow PAD leaders to disrupt the restoration of democratic rule, he said.

Democrats urge calm, but PAD threatens to hold protests
Former premier Thaksin Shinawatra will return home later this week to defend himself against corruption charges, a leading member of the People Power Party (PPP) said yesterday.
A pro-Thaksin website, Hi-Thaksin.net, yesterday urged his supporters to gather at the Suvarnabhumi Airport on Thursday morning to "welcome home Prime Minister Thaksin Shinawatra, whom we love, miss and have been waiting for his return for over a year".
The PPP member, who asked not to be named, said Thaksin would issue a statement giving the schedule for his return, including the date and flight number. The statement will be uploaded to a pro-Thaksin website, www.truethaksin.com, today at noon.
Thaksin will explain how he will deal with the cases and what he plans to do next once he is back in Thailand, the source said.
However, the People's Alliance for Democracy (PAD) said yesterday it would oppose Thaksin's return and threatened to revive street protests, which in 2006 led to a political crisis and finally a military coup that ousted him from the premiership.
The recent speculation about Thaksin's return followed news that his diplomatic passport has been returned to him. It would be his first time back home since the coup on September 19, 2006 while he was in New York to attend a United Nations meeting.
Political scientist Kanin Boonsuwan said Thaksin had the right to return, but it would not be acceptable for him to interfere in the legal process that was scrutinising him.
Kanin criticised the PAD, comprised of fierce opponents of Thaksin, saying its members should not exploit Thaksin's return to cause trouble or involve the Army in a conflict.
The Assets Examination Committee (AEC), which investigated corruption charges against Thaksin, said it was good to hear Thaksin would return to defend himself. The AEC members do not feel pressured by his return, spokesman Sak Korsaengruang said.
A Supreme Court judge, who asked not to be named, said Thaksin could ask the court for permission to leave the country after surrendering to face arrest warrants against him. The court would definitely allow him to go abroad as the only charges that bar people from leaving the country are those involving drugs, the judge said.
Army chief Gen Anupong Paochinda said Thaksin had the right to defend himself against the charges and warned all parties to let the legal process continue and not do anything to disrupt it.
The military will not intervene in case of confrontations between supporters and opponents of Thaksin without an order from the government, Anupong said.
PM's Office Minister Jakrapob Penkair said it was unacceptable for any party to stage protests because the country was recovering from a crisis and the people were suffering from economic problems. However, the PAD had the right to stage protests as long as they did not cause trouble or violate the law, he said.
Democrat leader Abhisit Vejjajiva said his party had long called for Thaksin's return to face the charges against him. He warned the PAD to be careful and strictly follow the law in its latest moves as it could cause violence.
He said he would talk to PAD leader Somkiat Pongpaiboon, also a party-list Democrat MP, and Somkiat should consult the party's executives before making any further moves.
Meanwhile, Prime Minister Samak Sundaravej reportedly will allow his party members to meet Thaksin after his return, but these should be regarded as personal meetings rather than on behalf of the party.

Former prime minister Thaksin Shinawatra plans to announce the details about his return to Bangkok via his website, Foreign Minister Noppadon Pattama on Tuesday.
"Thaksin will personally outline his plans and everything will be clear," he said.
Noppadon said the antiThaksin rally planned by the People's Alliance for Democracy would not alter Thaksin's scheduled return. He voiced confidence that police could keep the situation under the control.

PPP plans a rally on Thursday to welcome Thaksin
The People Power Party has requested to hold a welcoming rally for former prime minister Thaksin Shinawatra on Thursday at Suvarnabhumi Airport, authorities said on Tuesday.
"Airport Authority of Thailand is considering to designate a rally site within airport grounds that would not cause any inconvenience to other passengers," AoT president Chana Yusathaporn said.
According to the HiThaksin website, Thaksin is expected to arrive at 9 am. There is no detail on where he would board his flight. As of Monday he is reportedly staying in Beijing.

At one point, Thaksin's very own Personal FM Noppadol said his boss would be coming in by private jet. But if you look at the following post, you will see the plan has changed. Doubtless, Thaksin now has to be portrayed as able to slum it with the rest of us on the airline he has had nothing good to say about during the last few years. Immigration Bureau says no special treatment for Thaksin
Director of the Immigration Bureau in charge of inbound passengers Police Colonel Worawat Amornwiwat (วรวัฒน์ อมรวิวัฒน์) revealed that he has yet received reports concerning ousted PM Thaksin Shinawatra's return to the Kingdom today. A review of incoming flight passenger logs also has not shown the name of Dr Thaksin on any flight.
Police Colonel Worawat believes that Dr Thaksin may have planned to clarify his return schedule today, but not actually return. Nonetheless, he states that the Immigration Bureau is ready to receive and facilitate the ex-premier, but his office has not received any orders to prepare special treatment for Dr Thaksin.
The director however stated that if a large crowd of citizens gathers to receive the former Prime Minister, security will have to be beefed up.

Thaksin to return home Thursday : lawyer
Ousted prime minister Thaksin Shinawatra will definitely return to Thailand from China on Thursday, his lawyer said late Tuesday.
Pichit Chuenban said that Thaksin will arrive at Suvannabhumi Airport by TG 603 at 9.40am.
"Khun Thaksin asked me to inform the media and everybody that he will end his self exile and return home to defend corruption charges on Thursday," Pichit said.

Both the Shinawatra family’s lawyer, Pichit Chuenban and the deputy secretary general of the prime minister in charge of politics, Supamart Israpakdi made public statements affirming Mr Thaksin’s arrival tomorrow.
Ms Supamart admitted during a television interview this morning that she had met with the ex-premier during the New Year. She was later involved in planning his return and said authorities are discouraging people from going to Suvarnabhumi to welcome him tomorrow to avoid inconveniencing other passengers.
“Mr Thaksin didn’t even want to announce the date of his arrival but the news was somehow leaked to the public. That’s when the People Power party executives decided to announce details of his return. He had wanted a quiet return, just like when Mrs Potjaman came back,” she said.

Potjaman security team to ensure Thaksin safety Thursday
(BangkokPost.com) - Deputy National Police Chief Prung Boonpadung said the police force is ready to provide security for Mr Thaksin Shinawatra if claims of him touching down on Thai soil for the first time after over a year tomorrow are true.
"We have not been informed about his return but when there are rumours swirling, we have to be prepared," he said. "We're using the same team that provided security for Mrs Potjaman when she returned to face charges," he said.
The senior police officer said authorities are also prepared for possible cases of violence should supporters of Mr Thaksin clash with his critics.
"We're still estimating how many people will show up at the airport tomorrow to ensure we have enough officials ensuring order," he said, refusing to give details about whether or not Mr Thaksin will be arrested upon arrival.
He stressed: "We will only provide security for him from the airport to court and to the Department of Special Investigations where he's expected to go straight after landing to face charges of corruption."

High Court warns against proThaksin activities
The Supreme Court on Wednesday warned supporters of former prime minister Thaksin Shinawatra about being held in contempt for inappropriate activities during the tomorrow's bail review.
Right after his arrival at Suvarnabhumi Airport, Thaksin is expected to apply for a temporary release at the Supreme Court. He is facing graft charges relating to the Ratchadapisek land scandal.
"Any loud cheers and the presentation of flowers to show moral support are deemed inappropriate because these activities would disturb the peace around the court building," court clerk Rakkiart Watanapong said.

PAD monitoring, not opposing Thaksin return
The People's Alliance for Democracy will not oppose the return of former prime minister Thaksin Shinawatra to face charges, it said in a statement released on Wednesday.
"The PAD has never opposed Thaksin's homecoming, although he's trying to politicise the issue to manipulate public sentiment," the statement said.
It called on the Samak Sundaravej government to fulfil campaign pledges to forge reconciliation and resolve the grievances.
It is closely monitoring "suspicious activities" suggesting the government wants Thaksin to retake power. It warned the government not to accord Thaksin special privileges.

Concourse G is ready for Thaksin's homecoming
Transport Minister Santi Prompat on Wednesday confirmed the completion of preparations to welcome former prime minister Thaksin Shinawatra arriving at Suvarnabhumi Airport Thursday.
"I will be one of five individuals to board the aircraft after its landing to personally greet Thaksin before escorting him to the VIP lounge," he said.
Santi was he was glad and proud that the former prime minister would finally return home to fight his charges in accordance with the judicial proceedings.
On his flight TG 603 from Hong Kong, Thaksin would be accompanied by 13 supporters, he said.
He said he instructed airport authorities to close off the areas around concourse G, the location of the VIP lounge, between 6am and 10am for security reason as well as allowing Thaksin to greet his supporters.
The aircraft would taxi for disembarkation in front of the VIP lounge instead of using one of the arrival gates, he said.

Ex-Thai Rak Thai fly to Hong Kong to join leader
(BangkokPost.com) - Former executives of the now-defunct Thai Rak Thai party flew to Hong Kong on Wednesday to meet with ousted premier Thaksin Shinawatra and join his return, after his family lawyer Pichit Chuenban and Foreign Minister Noppadon Pattama confirmed his planned return on Thursday morning.
The executives include former party spokesman Sita Divari, Panachuepetch Krisanarat, Sitthichai Kittithanaesuan and Chawarat Chinmitr.
Mr Sita said he usually travels to meet with the deposed premier once a month, and he did not plan today's trip with any other ex-Thai Rak Thai members.
He also said he does not know the detail of Mr Thaksin's return, but he plans to come back with him.
Mr Panachuepetch said he flies to Hong Kong to bring Mr Thaksin home, adding that he wants to give him moral support.

Thailand braces for ousted leader's homecoming tomorrow
Parties concerned are bracing for the return of former prime minister Thaksin Shinawatra, scheduled for tomorrow by flight TG 603 from Hong Kong to Suvarnabhumi Airport at 9.40am.
Although the situation is expected to remain under control, the soldiers will strictly follow the direct order of the Army chief if disturbance erupts, First Army Region commander Lt General Prayuth Chanocha said.
"Thaksin's return should lead to the improved situation and not violent confrontation," he said.
He said the military would focus on the main mission of ensuring the security of the country and its borders, though remaining vigilant to keep tap on the general situation with the cooperation of police and the city administration.
Democrat Party secretary general Suthep Thuagsuban said he welcomed Thaksin's decision to end his exile and return to fight his graft charges.
Suthep voiced optimism that Thaksin's return would not trigger the revival of street protests by the People's Alliance for Democracy, arguing the the PAD had no cause to reactivate its activities if the government would not interfere with the justice system.
The Office of the Attorney General would submit its prosecution opinions relating Thaksin's bail application if asked by the Supreme Court, its spokesman Thanapit Mulpruek said, though refusing to reveal whether the prosecution would oppose bail.
"When Khunying Pojaman Shinawatra, Thaksin's wife, sought and received her temporary release, the high court did not ask for the prosecution opinions but public prosecutors might be involved in the bail review this time," he said.
Upon his arrival, Thaksin is expected to post two bail applications - one submitted at the high court relating to the Ratchadapisek land scandal and the other filed with the Department of Special Investigation relating to the violations of the disclosure rules on the SC Asset case.
Pojaman was granted bail in the two cases by the judicial and prosecution reviews in January.
Thaksin's lawyer Pichit Chuenban said his client wanted to return home quietly.
"Thaksin wants his return to remain a low key event without any fanfare and has asked the people not to welcome him at the airport as this would cause inconveniences for other travellers," Pichit said.

BANGKOK, Feb 27 (TNA) - Deposed prime minister Thaksin Shinawatra confirmed on Wednesday his return to Thailand on Thursday morning from self-imposed exile overseas to fight his corruption charges, but that he would stay out of politics.
Mr. Thaksin was removed in a bloodless military coup in September 2006 while he was abroad and has mostly lived in London since then.
He reiterated in an interview from Hong Kong on Wednesday night his intention was purely to fight corruption charges and he did not want to re-enter politics.
"I will go back home tomorrow to defend myself in a case in which I was unfairly accused....I will not get involved in politics or the People Power Party," he said, referring to the ruling party comprised of his loyalists which won December elections by campaigning as the proxy for Thaksin's former ruling party.
The ousted premier and his wife are charged with corruption in relation to the purchase of a Bt772 million (US$26 million) plot of land in Bangkok's Rachadapisek area in 2003, while he served as prime minister.
The former premier is accused of illegally influencing the deal and helping his wife purchase the government-owned parcel of land at a bargain price while he was in office.
Mr. Thaksin and his wife, who returned to Thailand last month and was released on bail pending trial, have both repeatedly denied any wrongdoing.
Transport Minister Santi Prompat who oversees the management of the Airports Authority of Thailand or AoT and Thai Airways International said the two organizations were prepared to prepare for Mr. Thaksin’s arrival.
Mr. Santi himself would go to welcome Mr. Thaksin at the gateside.
The former prime minister said he would board Thai Flight TG 603 from Hong Kong and arrive at Suvarnabhumi Airport at 9.40 am local time.
The AoT closed Zone G including the parking structure on since Wednesday and stepped up security with over 500 police were being deployed to provide extra security for his return. (TNA)

Deposed prime minister Thaksin Shinawatra booked an entire floor of the riverside Peninsula Bangkok Hotel to ensure his and his family's security, sources said yesterday.
Meanwhile, Thaksin yesterday vowed to steer clear of politics. He said he would "never, ever again" enter politics.
"I've had enough," he told Thai Public Broadcasting Service television while at a Hong Kong shopping mall.
National security sources said Thaksin was worried about his safety. He does not want to return to his home, Baan Chan Song La, in the Charan Sanitwong area.
"The hotel has its own helicopter pad and its security system is among the country's best. If something goes wrong, Thaksin could be quickly taken out," one source said.
The date of Thaksin's departure from the hotel was not revealed.
The Peninsula Hotel is situated on the Thon Buri bank of the Chao Phya River, opposite the Oriental Hotel, in Bangkok's Klong San district.
The family of Deputy Finance Minister Pradit Pataraprasit is a major shareholder of the hotel.
Special Weapons and Tactics personnel were sent to the hotel on Tuesday to check security.
Trusted Thaksin aide Newin Chidchob is leading his former boss's personal security plans and guards, according to a source in the ruling People Power Party. Thaksin might visit his Chiang Mai hometown, the source said.
When in Bangkok, Thaksin wants to get a haircut, a massage and eat noodles, according to a politician who was with him in Hong Kong recently. Measures will be tight at Suvarnabhumi Airport for Thaksin's arrival this morning, too.
About 150 crowd-control police officers will be dispatched to the airport to keep order and prevent any confrontation between pro- and anti-Thaksin forces, according to Metropolitan Police commissioner Lt-General Aswin Kwanmuang.
"I urge supporters and opponents of the former prime minister to follow developments on television at home," he said.
Police stations were instructed to provide security for Thaksin and his entourage as they travel, a source said. Police have stepped up manpower security at Baan Chan Song La.
Thaksin, in the television interview, insisted on his innocence of corruption allegations.
"I am confident I am innocent. I have done nothing wrong. I am ready to prove [it in court]," he said. "Many people think I should return home at this time, as the country returns to democracy."
Thaksin said the first thing he wanted to do upon his return to Thailand was hug his wife and children. Both supporters and detractors are expected to travel to the airport this morning.
Interior Minister Chalerm Yoobamrung said security would not be compromised for Thaksin, even though he was no longer a political leader.
"Given recent assassinations of people like Pakistan's former premier Benazir Bhutto, we should not take risks," Chalerm said.
He said he would keep his election promise to welcome Thaksin home.
However, Metropolitan Police chief Aswin said police had received no information of any threat on Thaksin's life. "One man is just coming back home to face justice. There's nothing big about this," he said.
Directly after his arrival, Thaksin is expected to apply for temporary release from the Supreme Court. He faces graft charges related to a Ratchadaphisek land deal.
The ex-prime minister will then turn himself in to the Department of Special Investigation over a separate corruption case, Supamas Israpakdi, deputy secretary-general to the prime minister, said yesterday.
He will then pay his respects to the remains of Her Royal Highness Princess Galyani Vadhana, she said.

Some 600 taxi motorcyclists head to Suvarnabhumi
About 600 taxi motorcyclists gathered at the Suvarnabhumi International Airport Thursday morning to welcome former prime minister Thaksin Shinawatra.
One of their leaders, Chalerm Changthongmadun, led about 200 motorcyclists to ride form Bueng Thong Lang Temple in Bangkok's Lard Prao district at about 6:30 am and their ride was later joined by many other motorcyclists along the way.
Their number later rose to about 600 before they reached the airport.

Channel 9 reported live from the Suvarnhabhumi International Airport that more than 3,000 supporters of former prime minister Thaksin Shinawater waited to welcome him there.

The Supreme Court approved bail for former prime minister Thaksin Shinawatra after posting the bond worth Bt8 million.

New rules to streamline graft-probing process by reducing workload and “letting the past go”
BANGKOK - Justice minister Sompong Amornwiwat announced sweeping new rules to govern the Department of Special Investigation this morning, including the reduction of the statute of limitations on corruption cases from 12 years to 72 hours.
“This will reduce the workload, and allow us to focus on the most pressing corruption cases only,” Sompong explained. “Specifically, those crimes that have occurred in the last three days only.”
Already under fire about the abrupt transfer of the Department of Special Investigation’s director-general Sunai Manomai-udom last week, Sompong insisted that the new rules had nothing to do with politics or the return of exiled former Prime Minister Thaksin Shinawatra. “Just like that totally innocent transfer, these new rules are in now way designed to help him with the unjust and baseless corruption charges he face,” he insisted.
Following an earlier investigation during the administration of the coup-established CNS, the DSI had concluded that Thaksin and his family members should all be prosecuted on charges of assets concealment involving SC Asset Corp. The DSI was also investigating the 772 million baht Ratchadaphisek land scandal involving Thaksin and his wife, Potjaman Shinawatra.
Under the new rules, all charges will be dropped and Thaksin’s family will only be investigated for corruption that occurred since Saturday. Or, assuming he lands in Bangkok on Thursday, only for corruption he has committed since Monday.

Thaksin vows to steer clear of politics and defend his name
Former prime minister Thaksin Shinawatra on Thursday vowed to stay out of politics and apologised to the people for their hardship caused by his involvement in the political conflict.
"I and my family have suffered from injustice but this can not be compared to the hardship befallen the people who are the worst victims of political rivalry," he said.
Thaksin said it was normal for politicians to having ties with him as this was part of Thai culture but should not be construed as his political comeback.
He said he wanted to return to his homeland since September 20, a day after the power seizure but he was asked by coup leaders to stay in exile for a while. This happened to last almost 18 months, he said.
Following the restoration of democratic rule, he said he was obliged to come back to defend his tarnished reputation and that of his family.
He said he was saddened by injustice, vowing to rebut his graft charges and prove his innocence.
