No news on the tabloids but a Penang forumer (on another forum) said that he saw the construction of a monorail station goin on... dunno bout the tracks...

Proposed Penang monorail not feasible
PENANG: The proposed RM1.11bil light monorail transit (LMT) project as an alternative mode of public transportation in the state may be scrapped due to its inability to reduce travelling time.
State Local Government, Traffic Management, Information and Community Relations Committee chairman Datuk Dr Teng Hock Nan said the state was not satisfied with the travelling time suggested by the project’s consultants.
“We were recently told that it may take about 45 to 50 minutes to travel by monorail from Weld Quay to the Penang International Airport.
“It would also take about the same time, given the necessary time needed at the various stops along the way, for the Weld Quay to Air Itam route.
“So, we are now relooking at the implementation of the monorail project in Penang with regards to its travel time,” he said when chairing the State Local Government Consultative Forum here yesterday. .
Dr Teng said the monorail project should be timesaving and worthwhile, noting that 50 minutes was too long a time to get from one end to another on both the routes.
“If travelling by the monorail takes a longer time than travelling by road, then it defeats the purpose of having it.
“Maybe, the monorail could instead be considered for shorter distances within George Town, to help reduce the number of private vehicles in the city,” he said.
In May, Dr Teng had announced the alignment of the LMT routes, which was supposed to form the future backbone of the state’s transport system.
The project, to be undertaken by a Kuala Lumpur-based company, was to have been carried out in two phases.
Phase One is from Weld Quay to Air Itam while Phase Two links Tanjung Tokong, Air Itam, Gelugor and Sungai Nibong to the Penang International Airport in Bayan Lepas.
The monorail alignment was to have been integrated with other transport systems including taxis, express buses and public buses, at a transportation hub to be located at a site now occupied by the Koay Jetty, Peng Aun Jetty and Prangin Estate in Weld Quay.
State Government Will Not Scrap Monorail Project, Says Koh
PENANG, Dec 10 (Bernama) -- The state government will not scrap the proposed RM1.1 billion light monorail transit (LMT) project but is asking the developer to redesign the tracks to allow a two-train system to reduce the travelling time.
Chief Minister Tan Sri Dr Koh Tsu Koon said Friday the travelling time suggested by the project's consultants for the journey from Weld Quay to the Penang International Airport was too long.
"We did not say that it will be scrapped. We are reviewing to improve the speed because we noticed that the train will stop at every station on the way to the airport and it will take a much longer time," he said.
Speaking to reporters after opening the Tesco hypermarket here, he said the state government had proposed having a two-train system to the airport and the company concerned was working on it.
He was clarifying a media report last week that the state government may scrap the project due to its inability to reduce the travelling time.

Interesting project, but will it ever be realized? I think Penang has its fair share of traffic woes that would warrant an effective mass transit system. We've been hearing a lot about this idea here on the forum, but the political obstacles seem to be rather big. :mad:
(Why is that? The State Government has vested interests in the automobile sector, just like certain Transport Ministers in Thailand?)

i guess it has to do with malaysia's own car industry. they might want people to purchase protons (and a lot do have protons). so it would be a conflict of interests. have a new monorail that would influence the public to take it or have no monorail to boost proton sales.

For the Penang monorail project, eligible companies would be invited to submit Requests for Proposal for its implementation, Abdullah said in a statement issued from his office in Putrajaya yesterday.

Routes proposed for the monorail system are from the Penang International Airport to the Raja Tun Uda ferry terminal (phase one – 18 km), ferry terminal to Paya Terubong (phase two – 11 km) and Komtar to Tanjung Tokong (phase three – 9.5 km).
The routes seem eminently sensible: the first one will run along the east coast, the most congested area, and will hook up the airport to the south with the ferry terminal in central George Town. A crude map below:

Melewar, Putera Capital submit monorail proposal
KUALA LUMPUR: Melewar Industrial Group Bhd and Putera Capital Bhd have submitted a proposal to the Government for the turnkey design of and to build and operate Penang island’s monorail system.
The proposal was delivered on Nov 14, which was also the closing date of the tender.
Melewar managing director and chief executive officer Tunku Datuk Yaacob Tunku Abdullah said the decision to submit the bid was not an idea that occurred overnight.
Melewar had initiated the monorail proposal back in 2003 but the project later became a government-funded one instead of a private financing initiative, he told reporters after the signing of an agreement between the two companies yesterday.
He said the initial proposal involved a loop system valued at about RM1.6bil. The current monorail system, however, involves a longer dual track, hence the higher price.
The consortium’s proposal involves a tender compliant offer as well as three alternative offers.
Without divulging the proposed cost, Yaacob said the suggested model utilised steel structures, which were less disruptive to traffic, and facilitated faster deployment and were more cost effective than other compositions.
“Steel is pre-fabricated, lightweight and requires little piling for the foundation. By putting up the facilities faster, the monorail owner would be able to generate revenue more quickly,” he said, adding that this would also reduce interest payments on financing.
While the consortium does not have a track record in building monorails, its technology partners, Russia’s Transstroy Corp and Intamin Transportation from Switzerland were involved in the Moscow monorail.
Melewar Integrated Engineering Sdn Bhd chief executive officer Uwe Ahrens said the success of such public transport systems lay in their design and implementation, and not the type of train, which only represented less than 7% of the total expenditure for the proposed development.
Instead, the success was in the slim and light design for efficient stations, together with intelligent and expeditious installation and construction methods, he said.
The company, he added, had also been invited to participate in the pre-qualification for the Mumbai monorail project in India, which would close end of this month.

A GROUP of firms led by Malaysian Resources Corp Bhd (MRCB) has wrapped up talks with the government on the RM3.4 billion Penang monorail project.
The government, through Syarikat Prasarana Negara Bhd, had early this year issued the consortium a letter of intent for the project.
Second Finance Minister Tan Sri Nor Mohamed Yakcop said last month that groundwork for the monorail project was expected to begin by the end of the year.
"We understand that they are now considering all the input we've given them, and we're waiting for them to revert to us if there's anything else that they need, in terms of information," MRCB group managing director Shahril Ridza Ridzuan told Business Times in an interview last week.
If awarded the project, the consortium - comprising Penang Port and Scomi Group - plans to get the project off the ground as soon as possible.
The construction period could stretch between three and four years, he said.
"We've done a lot of preliminary work already at our own expense, in terms of identifying the routes and stations. What needs to be done essentially is to get an agreement from all the relative agencies who would be taking part in this exercise," he said.
Credit Suisse, in a recent report, said it expects details on the project to be announced in the next two to three months.
The monorail project will link the main tourist areas on the island to the city centre and its vicinity.

MELEWAR Industrial Group (MIG) Bhd has presented to the Penang state government a proposal for a RM2.2 billion monorail system for George Town.
The proposed ultra-light loop monorail system covering a 52km track is set to operate on a single line and run on three different loops from locations like Gelugor, Farlim in Air Itam and Gurney Drive into the city.
“The focus of the main link will be the centre of George Town and we strongly believe that the federal government and state government will work together in bringing a monorail system to Penang,” Melewar Industrial Group’s managing director and chief executive officer Tunku Datuk Yaacob Tunku Abdullah told reporters after presenting the proposal to Chief Minister Lim Guan Eng and members of the state executive council yesterday at Lim’s office.
He said the proposed system, which is aimed at moving people from point-to-point into the city, will boast a 12-car train of monorail and can move 17,600 passengers per hour.
Tunku Yaacob said the company can take 28 months to complete the system which would feature steel structures.
“Land acquisition can also be kept to a minimum because the monorail will be running on road dividers,” he added.
When asked to comment on concerns from Penangites that a monorail would mar the charm of George Town’s historic inner city which is vying for a listing on the World Heritage List, Tunku Yaacob said:
“We will not bring the monorail to heritage buildings ... we will not run it in front of the buildings but behind them.”
However, an artist’s impression of the proposed monorail system for Penang provided by Melewar showed the system running alongside historic structures in the city.
On postings in blogs that Penang should bring back its tram system instead of introducing a monorail, he described the tram concept as an interesting one but pointed out that the trams had not been successful.
Last November, Melewar Industrial Group Bhd unit Melewar Metro Sdn Bhd (MMSB), which is vying for the estimated RM1.2 billion monorail project in Penang, announced that it had formed a consortium with Putera Capital Bhd to cooperate to jointly secure the project.
Melewar Group had said in a statement that the consortium was formalised with the signing of a memorandum of understanding between MMSB’s wholly-owned subsidiary Melewar Metro (Penang) Sdn Bhd (MMP) and Putera Capital. MMSB made the proposal for the monorail project to the government via its subsidiary.
Melewar is one of several parties which participated in a tender exercise for the development of a monorail system for Penang on November 14 last year which was called by Syarikat Prasarana Negara Berhad (SPNB).
In January this year, SPNB awarded a letter of intent for the project to Malaysian Resources Corporation Bhd (MRCB), which has formed a consortium with Penang Port Sdn Bhd and Scomi Engineering Bhd.

That last article was a bit confusing. Although JPatakol still won't know just yet if a 'One-Way' system is intended (See previous post). This article makes it a bit clearer that there is some sort of rival plan in the offing:

PENANG may carry out a monorail project on its own to speed things up and not wait for the federal government to do it, a source said.
The state government is seriously considering a proposal which was presented to them by the Melewar Industrial Group (MIG) this week.
However, the federal government, via Syarikat Prasarana Negara Bhd, has given a letter of intent to another group of companies in January.
"Melewar's interest is a reflection that the private sector has confidence in dealing with an opposition-led state and the DAP-PKR-led state leadership is delighted," a source told Business Times.
"This interest marks the first major step towards the realisation of the monorail project in Penang and the state government is not likely to allow this opportunity for a privately-funded project to slip," the source said.
The timing of MIG''s presentation of the RM2.2 bil monorail system for Penang is said to be good for the state, in light of the federal government's move to review certain mega projects that had been previously promised to the state under the Ninth Malaysia Plan.
During a presentation to Penang Chief Minister Lim Guan Eng and his executive council on Tuesday, MIG managing director and chief executive officer Tunku Datuk Yaacob Tunku Abdullah said the proposed system will boast a 12-car train of monorail and can move 17,600 passengers per hour.
He said the system, covering a 52km track, is set to operate on a single line and run on three different loops from locations like Gelugor, Farlim in Air Itam and Gurney Drive into the city.
It is learnt that the state government is keen on Melewar's proposition, as the state would not need to allocate funds for the project.
"All the state authorities need is to look into the land acquisition process and how it can speed things up to ensure the monorail project, which has been promised to the people of Penang for so many years, actually becomes a reality," a source noted.
MIG is one of several parties which participated in a tender exercise for the development of a monorail system for Penang on November 14 last year which was called by SPNB.
In January this year, SPNB awarded a letter of intent for the project to Malaysian Resources Corp Bhd, which had formed a consortium with Penang Port Sdn Bhd and Scomi Engineering Bhd.
When contacted yesterday to enquire the status of the monorail project for Penang, SPNB chief executive officer Shaipudin Shah Haron declined comment.
Industry executives when contacted on the viability of a privately-funded monorail system for Penang, cautioned that the option by the state authorities to open tenders for the project could involve a minimum of 12 months before a new tender process can be closed.
"This is because a study will need to be carried out on the proposed corridor for the transit system, along with an engineering study to identify where the system is to be built," the official said.
Also being questioned is how much land the state government will give away to the company which constructs the system, added to the risk of ownership of the transit system which would belong to the state government.

Monorail - just what Penang needs

RAPID economic development coupled with increased urbanisation in Penang has led to a significant growth in the number of vehicles using the road network.
On Penang island, this has placed considerable strain on the existing urban transport infrastructure, leading to worsening traffic congestion, increased parking problems and environmental degradation.
The Malaysian Resources Corp Bhd (MRCB)-led consortium's monorail proposal for Penang covers densely populated areas such as George Town, Air Hitam, Pulau Tikus and Komtar, to name a few, and the industrial areas.
The plan also provides proposed monorail stations with environmentally clean and efficient feeder bus services.
It will also be easy for the disabled to use.
"Among the features, are a lift with Braille buttons, blind person guides (via studded floors) leading to the station platform and two wheelchair spaces in each monorail vehicle," said Scomi Engineering Bhd president Hilmy Zaini Zainal.
Each station will boast elevators and a train floor at platform height that meets International Disability Act standards.
The trains will also have a wheel chair area.
Hilmy said foundation works are in progress and the pre-cast beams can be constructed simultaneously at the casting yard and launched at site when columns are ready.
"In fact, a considerable amount of site work will be done during the night to mitigate disruption to normal traffic during the day."
The MRCB-led consortium, which includes Scomi Engineering Bhd and Penang Port Sdn Bhd, has been given a letter of intent by the government for the job.
The consortium beat three other bidders for the project and submitted its bid in November last year.
The other three bidders for the monorail were MMC Bhd, the then Road Builder (M) Holdings Bhd, which has since been taken over by IJM Corp Bhd, and the Melewar Group.

Scomi eyes Penang, India monorail deals

SCOMI Engineering Bhd, a unit of Scomi Group Bhd, is upbeat about securing a monorail contract in Mumbai, India, but hopes to secure the monorail project in Penang first.
Its president, Hilmy Zaini, said the company wants to introduce its second generation monorail called Sutra, which was launched in November last year in Penang, before launching the new innovative system to other parts of the world.
"It would be good for us to launch the new Sutra at the company's hometown in Penang," he told reporters after Scomi Engineering's annual general meeting in Kuala Lumpur yesterday.
Hilmy was asked to update the progress of the monorail project in Penang, which is currently facing uncertainty.
"There is nothing much to update. We are waiting for the results (whether to go on with the project or not). We don't know when (a decision will be made).
"The Mumbai monorail project is closing the tender in a few weeks time. But we hope to get the Penang monorail first," he said.
Scomi is part of a group that includes Malaysian Resources Corp Bhd (MRCB), which is bidding for the monorail project on Penang island.
In January this year, Syarikat Prasarana Negara Bhd awarded a letter of intent for the project to MRCB, which formed a consortium with Penang Port Sdn Bhd and Scomi Engineering Bhd.
However, the project has been put in doubt after the Pakatan Rakyat win in Penang during the last general elections on March 8.
Apart from Mumbai and Penang, Hilmy said, the company is also looking to bid for monorail projects in the Middle East, Vietnam, Africa and several cities in India.
He said the company has been engaged to conduct feasibility studies in Vietnam and Saudi Arabia.
"We hope to complete the study in Vietnam in three months times, while in Saudi Arabia it will take between six months and a year to complete.
"When completed, we will present our findings to the respective authorities and submit our bids for the projects," he said.
Hilmy said the company aims to set up two new machine shops in a year, starting from 2009.

No Discrimination Against Penang, Says Amirsham
KUALA LUMPUR, June 26 (Bernama) -- The decision to postpone Penang's two mega projects in the Ninth Malaysia Plan (9MP) does not mean the federal government is discriminating against the state by not allowing it to enjoy mega project development, says Minister in the Prime Minister's Department, Senator Tan Sri Amirsham A. Aziz.
They are the Penang Outer Ring Road and the monorail.
"We are not looking at the moment (at the projects) because there are certain constraints. Some of the projects may be reviewed again, maybe in the 10MP," he told reporters at Dewan Rakyat lobby after the tabling of the 9MP (2006-2010) mid-term review by Prime Minister Datuk Seri Abdullah Ahmad Badawi here Thursday.
He said the government would continue with projects that would benefit the people and drive economic growth.
"No discrimination as far as we are concerned. We go on the basis that the projects are people-centric and drive the economic growth," he said.
On the fiscal deficit in the 9MP, Amirsham said: "As the prime minister has mentioned, we want to maintain it. In fact, we even want to reduce it to 3.1 percent."
He said the country would be able to achieve the fiscal deficit target in the 9MP even though there was an additional allocation in the plan.
Amirsham said Abdullah would announce the fiscal deficit target in August during the tabling of the 2009 Budget.
Earlier, Abdullah said the government reduced the fiscal deficit from 3.6 percent of gross domestic product in 2005 to 3.2 percent in 2007 through prudent management of the budget.

State looks for alternatives
GEORGE TOWN:Penang will look for ways to solve traffic congestion problems on the island on its own now that the monorail and Penang Outer Ring Road [PORR] projects have been deferred.
Lim said the state government, which could not afford to implement such mega projects as they involved high capital and operational expenditure, would look for other sources.
“Without help from the Federal Government, the state will have to look for its own solutions,” said Lim, who was visibly upset upon learning that the two federal projects had been taken off the 9th Malaysia Plan.
Lim added that the state government was willing to facilitate the acquisition of state land for the monorail project as it would smoothen traffic flow on the island.
“We are also willing to meet with the Federal Government to discuss adjustments for its monorail plans.
“We have seen the plan. There are concerns that heritage buildings and the environment will be affected by the project,” he told newsmen after the annual general meeting of PBA Holdings Bhd.
Reaction from Penang Barisan Nasional leaders was mixed.
State Opposition leader and state Umno secretary Datuk Azhar Ibra-him described the move to defer both projects as a “wise and right decision.”
State Gerakan secretary Datuk Dr Teng Hock Nan, however, said a delay would hamper the federal initiative to develop Penang as the logistic hub for the Northern Corridor Economic Region.
“Gerakan is appealing to Prime Minister Datuk Seri Abdullah Ahmad Badawi and Second Finance Minister Tan Sri Nor Mohamed Yakcop, who are both Penangites, to review the decision.
“Both projects are vital for future economic growth,” said Dr Teng.
State MCA deputy chairman Lau Chiek Tuan called on the state government to source for funding of the projects if the Federal Government could not afford to support the projects.
“PORR is long overdue. The outer ring road and monorail projects must be implemented for better traffic management,” he said, add-ing that it was part of the government’s social responsibility.
