Another startling example of Jakrapob Penkair's 'NewThink' in action? Certainly, Jakrapob is highly effective at rooting out other people's hypocrisy - but then seems to have a whole closet full of it himself. Like ALL Prime Ministerial wannabes here, NOT a person to be trusted under ANY circumstances: :eek:

Prime Minister's Office Minister Jakrapob Penkair says he will issue orders managing news reports of some media outlets, including the public service television channel, Thai PBS, and SMS news - to ensure impartiality.

Mr Jakrapob said in his first day in office that he would focus on the state media, including the Public Relations Department and Mcot Plc.

He said he needed to make some changes because some media reports were still biased, even those belonging to the state.

''I will evaluate whether the state-run media provides balanced and accurate information or not, and will set a clear direction for those state media within one month,'' he said.

''This may include a change of personnel at the organisations,'' the former government spokesman for the Thaksin Shinawatra administration said.

He would also oversee the direction of Thai PBS.

Mr Jakrapob said he would talk with Information and Communications Technology Minister Man Patthanothai about how to take care of news reports going out via cell phone messages to ensure equality and accuracy.

The newly-appointed minister, who is tipped to oversee the government's public relations, is a staunch supporter of the dissolved Thai Rak Thai party and helped set up the anti-coup group the United Front of Democracy Against Dictatorship shortly after the coup on Sept 19, 2006.

He was one of the core leaders at a huge rally in front of the Si Sao Thewes residence of Privy Council president Gen Prem Tinsulanonda which ended in a riot last year.

He was later arrested and charged.

Mr Jakrapob said he was duty-bound to work with all media and had to devise strategies for government public relations.

Asked whether he was afraid of public criticism and planned to take revenge on the media, Mr Jakrapob said he was not afraid and was ready to put his plans in place. He insisted he had never received orders from anyone on how to do his job.

Mr Jakrapob said he would go ahead with the establishment of the National Broadcasting Committee (NBC), which was stipulated in the 1997 charter.

Once set up it would allocate radio and broadcasting frequencies and state concessions.

Darunee Hiranrak, the dean of the Thai Chamber of Commerce University's faculty of mass communications, said she wanted Mr Jakrapob and the government to respect the freedom of the media and the public's right to know.

''I no longer want to hear of media interference by this government, because such action is unacceptable in the digital and electronic media world these days,'' she said.

She supported the idea of setting-up the NBC, which she believed would be an effective tool to fairly regulate the broadcast media.

She also wanted the government to issue new regulations to keep up with the development of media outlets and related technologies such as a satellite television.

Somchai Sawangkarn, the former chairman of the Broadcast Journalists' Association, said Mr Jakrapob, who was deputy chairman of the association and a news commentator and television show moderator before entering politics, was a person who respected media freedom and the public's right to know.

''I want him to be the same person. I don't want to see him exercise excessive power to take control of the media,'' said Mr Somchai.

Jakrapob in denial

PM's Office Minister Jakrapob Penkair yesterday denied he pressured a radio production firm to sack Chirmsak Pinthong as its talk-show host. But his denial was rejected by the former senator yesterday.

Jakrapob said neither he nor anyone in the Cabinet ordered the production house Fatima to remove Chirmsak as host of the programme. He said it was not government policy.

"I can't leave this [without further action]. I want to know who is behind the scene [in this decision]," he said.

"I will tell the Public Relations Department chief to call the company [Fatima] to hold a press briefing to explain the case in order to prevent other matters that might be happen in the future."

Jakrapob claimed there were "invisible hands" who wanted to slander the government.

However, he admitted he was not surprised by the decision to remove Chirmsak.

"We have no need to do this. I am not a Chirmsak fan and I believe everyone knows Chirmsak's character. So, we have to let him go his way."

Jakrapob said he had no policy against media outlets or people in the media who criticised the government. His goal was just for people to receive "good service" from the media.

He would set up a committee to evaluate the state's media work, he said.

Chirmsak countered the minister by saying the production house told him to step down after receiving telephone call from Jakrapob.

He believed the reaction by Jakrapob came from the book written by Veera Musigapong, parts of which he read out on talk show on Tuesday.

The book said Prime Minister Samak Sundaravej had distorted the truth about the killing of student protesters at Thammasat University in October 1976.

The Thai Journalists Association will discuss the case concerning Chirmsak today.

Chirmsak pins blame squarely on Jakrapob

Former senator Chirmsak Pinthong yesterday released an article to the media blaming PM's Office Minister Jakrapob Penkair for the removal of his radio programme - and revealed the executive of the station had asked him to cover up the issue.

In the article, Chirmsak wrote that Saengchai Apicharttha-napat, a senior executive of production house Fatima, had told him about receiving a call from Jakrapob.

The article alleges that Jakrapob told Saengchai the airwave concession contract would not be renewed as radio programmes must be changed according to the situation. Chirmsak says that Saengchai asked him what he could do to help the company from suffering any damage.

"I asked him [Saengchai] during the conversation who was it [who called Saengchai]? He said clearly it was minister Jakrapob Penkair. He also said they knew each other and still contacted each other," Chirmsak wrote.

The conversation took place on February 12, he wrote. He adds that two days later, Saengchai asked him to tell the media that there had been no call to put pressure and the decision was just out of the Fatima company's concern about the contract, to provide a "soft landing" for the company.

Thakerng Somsab, who formerly co-hosted the radio programme and was the middleman between Chirmsak and Saengchai, yesterday declined to comment on Chirmsak's article. According to reports Saengchai contacted Thakerng first, who spoke to Chirmsak before Saengchai himself directly took up the issue with Chirmsak.

Saengchai was not available for comment yesterday.

Last week, the Fatima company executive joined a press conference with Public Relations Department director-general Pramoj Rathavinij denying involvement.

Last week Jakrapob also denied any involvement in the removal of the radio programme.

Prime Minister Samak Sundaravej, in the beginning of his weekly programme yesterday, thanked Pramoj and Saengchai for clarifying the accusation against the government of interfering in the media.

The premier said there was an attempt to frame the government.

Chirmsak last Tuesday gave up hosting his daily radio talk show after criticising Samak for allegedly covering up the Thammasat University massacre of October 6, 1976.

The programme, "Chirmsak's Views", was broadcast from 8-9pm on FM105, which is under the PRD.

The programme was removed after Chirmsak read an excerpt from a book written by Veera Musigapong, a former Thai Rak Thai Party executive, which said Samak had distorted the truth surrounding the killings of student protesters at Thammasat University.

He also read a transcript from Samak's speech to students in France in 1977 while he was interior minister, insisting that 48 people had died in the October 6, 1976 demonstration.

Chirmsak started hosting the programme after the September 2006 coup.

Jakrapob is beginning to sound as stuffy, jaded and reactionary as the elite he spends so much time telling us he dislikes. Too much exposure to the corrupting influence of Thai party politics one supposes. Indeed, he has such a fine patter in moralizing & patronizing waffle and political obfuscation that he would undoubtedly make a fine Privy Councillor. A Pa Pen in the making, perhaps? ;) One does eventually & inevitably end up sounding more & more like one's father as old age creeps on and one's former ideals fly out of the window.

Ironic that Samak also invests so much effort needling his unfavorite privy councillor, when it is somewhat obvious to most people that he has privy council ambitions himself. I take that back. Not ironic. More like boorish. And perhaps inevitable from a man who has been overindulged for far too long.

'Getting rid of germs'

PM's Office Minister Jakrapob Penkair said yesterday he would take one month to evaluate whether permanent officials were following government policy - or should be transferred.

Jakrapob is the minister overseeing the Public Relations Department and was responding to reports he would transfer Pramote Rathavinit, who is director-general of the department.

Jakrapob said he did not intend to show off his power over permanent officials but it was necessary to evaluate their performance in adhering to government policies.

"They will be evaluated on that basis only. It's not about personal matters, or about the past, or whether they supported the dictatorship. It is about the present, because we are a democratic government. We need to clean the germs. But what are the criteria? Where are germs? We will take one month for the evaluation," he said.

Jakrapob accused of lese majeste

PM's Office Minister Jakrapob Penkair was yesterday accused of lese majeste for an interview and press conference he gave to foreign reporters in August last year.

Pol Lieutenant Wattanasak Mungkitjakarndee, an investigator at Bang Mod Police Station, filed a complaint with Crime Suppression police accusing Jakrapob of violating Article 112 of the Criminal Code.

He presented a VCD recorded at the press conference by Jakrapob and his interview, with a translation from English to Thai, as evidence.

He said he bought the VCD from a foreign reporter for Bt600 and had a friend translate its contents into Thai.

Crime Suppression investigator Pol Major Chatuporn Ngamsuwitchakul said he accepted the evidence and would offer it to his superior for consideration. But he said the translation was not properly done, as he did not fully understand it.

Jakrapob denied the accusation, saying it was impossible that he committed lese majeste and he never had any intention of doing so.

He questioned if there was a political motive behind the police move, and the fact that Chatuporn was transferred from Bang Mod to Paholyothin Police Station and he had been an investigator into last year's protests outside the Si Sao residence of Privy Council chief Prem Tinsulanonda.

Democrat Party petition against PM's office minister

The Democrat Deputy Leader Alongkorn Pollabutr lodged a petition Tuesday for an audit into a news programming contract awarded by the NBT Channel and sanctioned by PM's Office Minister Jarkrapob Penkair.

The petition to investigate Jakrapob's involvement was lodged with the Office of the Auditor General.

Alongkorn said Jakrapob might have violated the bidding rules. He outlined five suspected violations.

The bidding appeared to have favoured a cer?tain producer and disregarded other contenders. The winning bidder made a suspiciously low offer.

Only two bidders, Digital Media Holding and KLTM Media Products, joined the bidding and appeared to be in collusion.

The winning bidder failed to place a bank guarantee for payments of concession fees to produce news programmes.

Jakrapob appeared to have interfered with the duties of station officials.
