As Nonthaburi is a province, I think we can safely classify this project as 'Outside Bangkok':
NLA wants to build new Parliament in Nonthaburi
The National Legislative Assembly (NLA) Thursday agreed the new Parliament will be built on a 265-rai plot of land belonged to the Defence Ministry in Nonthaburi.
NLA deputy speaker Pochanee Thanawaranich said the Defence Ministry had cancelled its plan to construct its new headquarter on the land despite having spent Bt41 million for a blueprint.
She said the ministry regarded the country was in urgent to have new Parliament buildings that would reflect the national dignity.
Pochanee, in her capacity as chair of the NLA committee tasked with finding a location for the new Parliament, said the NLA would ask the Cabinet to approve the new location.

After reading the Mokrnign News from Matichon, I foudn the New Parliament will be at the the former Pakkret Ordinance in Prakkret distrivct of Nonthaburi.
Initially, this land was planned as the new HQ of Ministry of Defence. However, Ministry of Defence decided to give the land (Pakkret ordinance) to use as the New National Assembly site.
After reading the Morning News from Matichon, I found the New Parliament will be at the the former Pakkret Ordinance in Prakkret district of Nonthaburi.
Initially, this land was planned as the new HQ of Ministry of Defence. However, Ministry of Defence decided to give the land (Pakkret ordinance) to use as the New National Assembly site.

Pithoon Poomhiran, secretary-general of House of Representatives, said his committee, which has been assigned to consider a new location for Parliament, has chosen the 265-rai plot in Nonthaburi.
If the new House approves the plan, the government will have to pay a compensation worth Bt1 billion to the Army.

Khun Meechai insisted that the NLA has chosen Army Ordinance Land in Pakkeret, Nonthaburi ... However, it is the duty of the New National Assembly to approve 1.2 billion Baht Budget - 1 Billion Baht to pay Ministry of Defence and 200 million Baht for the construction fo the main building.

Speakers come and go, but the game of 'find the location' remains, despite numerous places being mentioned.
Finding a workplace for hundreds of people is not an easy matter, especially when they are prominent people such as legislators and politicians.
The past 16 years spent on finding a new location for Parliament has so far proved fruitless.
When Chai Chidchob was voted in as House Speaker last Monday, the first thing he announced was to push for the construction of the new Parliament to be completed during his term.
It could well be his most important mission and his greatest achievement, should he succeed.
He is not the only one to stress the importance of the project. Since the idea for a new Parliament was conceived when Marut Bunnag was the House Speaker - and therefore Parliament President - new locations have been proposed and selected every time the head of the Parliament was changed. Yongyuth Tiyapairat was the only exception.
Democrat MP Charoen Kanthawong, who headed the committee considering the location during Marut's era, said a new Parliament was necessary. The current location in the city is crowded and close to a royal residential compound.
People Power Party MP Kudeb Saikrachang said the current Parliament was too small. Its staff members are scattered around too many rented offices, he said. Plus, the Parliament should be a gracious and prestigious landmark as it is the heart of the country's legislation.
MPs held long discussions about the different possibilities for the site. They were not pleased with some of the proposed locations, and dismissed others. Besides the change of parliamentary presidents, the final decision had not been made as conflicts of interest had arisen, he said.
The parliamentary special committees considering locations over the years have come up with six possible sites, including a plot in Bang Nam Priao in Chachoengsao province, a State Railway of Thailand plot in Chatuchak, and a Crown Property Bureau plot along the Chao Phya River in Kiak Kai.
The committee during Uthai Pimchaichon's era added another option at Khao Tham Phra, around Pasak Jolasit Dam in Lop Buri, citing the beautiful setting.
Charoen said the site at Lop Buri was heavily opposed by MPs at the time. Kudeb said it was because of the distance from Bangkok and other government agencies.
When Bhokin Bhalakula was Parliament President, property firm Krisda Mahanakorn proposed to donate 400 rai near its Suvarnabhumi City project on the Bang Na-Trat Highway for the site.
Nonetheless, the military-appointed National Legislative Assembly (NLA) under Meechai Ruchuphan also selected a new location on a piece of land used as a weapons warehouse, which belongs to the Army's Ordnance Department in Pak Kred, Nonthaburi.
The location has many advantages. The 265-rai plot belongs to a government agency and the cost of the land is not high. Bt1 billion was to be given to the Army as compensation, while another Bt200 million would go towards construction.
However, the end of the NLA's term and the December 2007 elections put the project on hold.
Earlier, the NLA committee had chosen a 210-rai plot belonging to the Royal Irrigation Department's Golf Course plus 37 rai of Cholprathan Wittaya School. Although the department did not oppose the use of the land, it said a public hearing and just compensation for the affected people must be provided.
The announcement of the plan caused protests from students, their parents and members of the golf course and caddies.
The late Luang Phor Panya Nantha Bhikku of Wat Cholprathan Rangsarit also opposed the project.
The plots also belonged to government agencies and would be close to the new state-agency complex. Parliament would have to pay Bt3.5 billion to the golf club as compensation, while Bt421 million would go to the school.
Members of the golf club, caddies and shop-owners in the club sought more compensation.
As for Crown Property Bureau's land in Kiak Kai, the site received support from some people who said it was a beautiful, historical area that suited the purpose - but was also in a crowded area and near another royal residential compound.
Expropriation would prove costly and construction of high buildings is prohibited along the waterway. Moreover, construction would be difficult and cause traffic congestion.
Deputy House Speaker Somsak Kiatsuranont said it was up to Chai to appoint another committee to consider the location.
Somsak proposed the land should belong to a state agency to prevent problems arising from a conflict of interest. He did not want to study new locations, preferring those that had been studied earlier to avoid starting from scratch.
"The Army's Ordnance Department land in Pak Kred was the most recent choice picked by the NLA. But the latest doesn't mean the best," Somsak said.
"Why should we do away with a chance to locate the best possible site? But we need not start from scratch, just simply review the choices that had been made by past Speakers."
Kudeb said the NLA's reasons in selecting the site in Pak Kred were sound enough. Meanwhile, location consideration must be expedited. If a place is selected, construction would not take too long. Charoen also said it was time to move on. Being choosy would just delay the project. Therefore, the location in Pak Kred selected by the NLA should be the solution.

Three sites shortlisted for new Parliament building
The search for a new location of Parliament has shortlisted three potential sites, Deputy House Speaker Apinan Wiriyachai said on Thursday.
The three sites are the Army ordnance depot fronting the Chao Phya in Nonthaburi, the plot vacated by a textile factory in Pathum Thani's Rangsit distrct, and the oil depot at Klong Toei, he said.

Leaders of the House and the Senate will tomorrow hold a meeting to review the relocation of Parliament, he said.
Prime Minister Samak Sundaravej is expected to join the legislative leaders to inspect the Klong Toey oil depot on Saturday, he said. The 265-rai plot has recently become available following the expiry of the lease for oil depot.

I sort of suppose that about the only interesting thing about the possibility of Klong Toey as a parliament site is that it might encourage SRT to develop the port line as some sort of transit system. Other than that, I doubt whether a new parliament will do anything to improve the already rock bottom quality of politics here. Might even make it worse, as they yet again fight over who makes what out of it.

House, Senate speakers prefer army land in Nonthaburi for new Parliament compound
The House and Senate speakers and their deputies Friday said they preferred the Army ordnance depot in Nonthaburi for building a new Parliament.
They plan to convince Prime Minister Samak Sundaravej on Saturday to change his mind from choosing the oil depot at Klong Toei for the new Parliament site.
The decision was made during a meeting of House Speaker and Parliament President Chai Chidchob, Senate Speaker Prasopsuk Boondej, Deputy House Speaker Somsak Kiartsuranon, Deputy Senate Speaker Nikom Waiyaratphanit, Deputy House Speaker Apiwan Wiriyachai and Deputy Senate Speaker Thassana Boonthong.
Chai said both the House and Senate agreed to select the ordnance depot but Samak wanted them to consider the oil depot first.

AI Samak and Cronies want to grab the railway land from Makkasan to Maenam station .... along with the Oil Depot (Esso, Shell, and PTT) on SRT land ... Bangchak refinery is further away though.
Do SRT get remunerated properly for such land expropriations by the government?
Or is it a case of having to grin and bear it because the government has had to bale them out so often in the past?

Prime Minister Samak Sundaravej Saturday led House Speaker Chai Chidchob, Senate Speaker Prasopsuk Boondej and their deputies to visit the 200-rai oil depot at Klong Toey port.
Samak led the speakers and deputies to visit the plot to try to convince them to select it as a new site for Parliament.
The visit came a day after the speakers and deputies agreed to select the army ordnance depot in Nonthaburi for the site.
Samak said he showed the oil depot, whose land is owned by the State Railway Authority, to the speakers because he preferred this location and he would be the one who would approve the construction budget.

The second paragraph does seem rather important. If past battles over eviction of both squatters and legal householders are anything to go by (in this very region of the city alone), the other sites are probably a much better option. But then I suppose we shouldn't expect anything other than chest-beating from a PM who still thinks he is Tarzan:
Somsak likes new Parliament in Klong Toei idea
Deputy House Speaker Somsak Kiatsuranont agreed with Prime Minister Samak Sundaravej's idea to build new Parliament at the oil depot in Klong Toei.
He said the location was interesting because it is on the bank of the Chao Phya River. The only problem he foresaw was that it might take at least three to five years to evacuate over 1,000 people living nearby. He dismissed concern over the problem that the soil there is not suitable for the construction because it is saturated with oil. He said Shell and Esso would find solutions over the problems.
Samak on Saturday led House Speaker Chai Chidchob, Senate Speaker Prasopsuk Boondej and their deputies to visit the 200-rai oil depot at Klong Toey port.

Parliament sites draw opposition

Proposed sites for the new Parliament building have met with opposition from labour unions and local residents.
The three sites proposed so far are a plot belonging to the State Railway of Thailand (SRT) in Klong Toei, military land in the Kiakkai district near the Chao Phya River, and Army land in Nonthaburi.
The SRT Labour Union has opposed the Klong Toei site while locals are against the Kiakkai proposal.
The SRT Labour Union sent its message of opposition to House Speaker Chai Chidchob yesterday and it became a point of discussion at a meeting of senior parliamentary officials with Prime Minister Samak Sundaravej.
The SRT union cited the extremely high rental cost at Klong Toei.
"If the Klong Toei site is selected, the rent would be at least Bt10 billion for the 30-year period," said the union's letter.
"While the meeting's offer is just a few million baht, the official estimated price for this 265-rai plot is around Bt3 billion. Prime Minister Samak has ordered further negotiations with the labour union," Somsak Kiatsuranon, a deputy House speaker said.
"Personally, I prefer the Klong Toei site," he added.
After the meeting, the House Speaker and the premier's team visited the Kiakkai site, on which more than 500 people currently live. The site is about 400 metres long, open to the Chao Phya River and has good views.
The Klong Toei site is also close to the river.
Owners of plots on the 119-rai area include the Forestry Industry Organisation, Yothin Burana School, the military and the health service office of the Bangkok Metropolitan Administration. Part of the land is rented by some 100 families in a cloth-weaving community.
"We will relocate them to Nonthaburi's Wat Salak area if we select this site," Somsak said.
"We are improving the community's roads and houses under the Ban Mankhong [secured house] project," village leader Ubon Muangthim said. "If they really want to built a new Parliament here, they should make every thing clear in an official announcement as soon as possible."

The committee on House affairs will recommend for the relocation of Parliament to the site fronting the Chao Phya presently occupied by the Army depot in Nonthaburi, committee chairman MP Nisit Sinthuprai said on Wednesday.

Site for new Parliament to be picked tomorrow
Prime Minister and Defence Minister Samak Sundaravej will tomorrow join a meeting to choose the location for the construction of the new Parliament, deputy House Speaker Somsak Kiatsuranant said on Wednesday.
The three final locations to be selected are the 200-rai oil depot land belonging to the State Railway of Thailand (SRT) in Klong Toey, a plot belonging to the Department of Army Transportation in Kiak Kai area, and the land belonging to the Royal's Thai Army's Ordinance Department in Nonthaburi's Pak Kret District.
Samak ordered the panel finding the location for the new Parliament to check with the SRT over the rent for the land. If the Kiak Kai plot is to be chosen, the major obstacle to overcome is the opposition of residents living in the area. The Ordinance plot has a weak point of having only 140-metres width adjacent to the Chao Phya River.

Protesters want port authority to renew contract
(BangkokPost.com) - More than 3,000 vendors at the Klongtoey market in Bangkok blocked the road in front of the Port Authority of Thailand Thursday after it refused to renew their rental contract.
According to Klongtoey district chief Bandit Vinitchaikul, Bangkok Metropolitan Administration cannot step in to solve the issue because the contract is made between the Port Authority and vendors.
Representative of the vendors talked to the port's chief in the afternoon while the protesters remain in the area.
They refused to follow police order and stayed firm on the road.

Parliament to relocate to a river-front plot in Kiek Kai

The Cabinet on Tuesday approved the new location of Parliament on Sam Sen Road, known as the Kiek Kai area fronting the Chao Phaya
The government would allocate Bt4 billion for the relocation.

The chosen plot is a treasury land presently occupied by the Army Transport Department which will be relocated to a new site on Tiwanont Road in Nonthaburi.
The nearby Yonthinburana School will be moved to a new site located two kilometers away. A flat for royal guards is to be rebuilt at a new site on Sri Saman Road near the Defence Ministry.
A community will be compensated and relocated to a new location.
The government plans to organise the corner-stone laying ceremony by December 5, presiding over by the King and coinciding with His Majesty's 80th birthday.
