Dick Van Der Spek's Thai Rail appears to show a branch near Buri Ram. This is a greyscale scan from the Roads Association of Thailand 2001 Road Atlas map of Buri Ram. The whole extent of the line is not shown on either the original or this scan.
The fact that it passes over Huay Jorakhe Mahk has invited much speculation in the Clubhouse of the Pattaya Retired Wheeltapper's & Shunters Club that this might be a private spur built by a certain Buri Ram PM Hopeful with a view to it being used by the Ministerial Train in the not-too-distant future:-

1) SRT Asset Management CO.Ltd. to Maximize the asset management benefit through
2) SRT Maintainace Management to handle both track mantainance and loco & rollign stock maintianance
3) SRT Service Management to handle the SRTservices at stations and inside the trains.

The SRT Asset Management would transfer the areas at Bangsue RailwayYard, Chong Nonsee [Maenam station] and Makkasan to Treasury Dept to clear 40 billion Baht debt

SRT Maintainace Management would integrate thsoe loco drivers who are under the juurisdiction of SRT Mechanic Dept and ticket sellers who are under the jurisdiction of SRT Comemrcial Dept. Furthermore, the private participation would be allowedso they can invest on the railway services with the concession feed paid to SRT Service Management.

SRT Service Management would function as AOT to run the services inside the stations and turn the stations into shopping malls for the commercial viable sections.

Duputy Minister of Finance Chaiyot Sasomsab siad they would consider the proposal of SRT Board who are askign to handle the 3 major SRT land at Makkasan, Bangsue and Mae Nam instead of sellign the land out to Treasury Dept. ... but the Ministry has to investigate if SRT Board are able to handle commercial management and development of SRT land at 3 significant places. SRT Board wouldgive the answer back to Ministry of Finance in the next 2 weeks.

Note: It seems to me that SRT Board (such as Ai Thoedsak Setthamanop) have no clue at all that SRT Loco drivers need to have some mechanic knowledge to keep loco runing even though the loco have been used for more than 40 years or have the brake jamming or even overheating durign the service across the mountain section ....

Note2: the plan to sell the SRT land OUT to Treasury Dept is the plot for thsoe corrupt cronies of the Leaders to Grab SRT land for themselves. I know too well that one of the cronies [the owner of Nescafe] has already fingered the land plot at Tuek Daeng (abotu a half kilometer from Bangsue 2 station for Southern Train) for his own commercial development.

My, question concerns the lack of sanitary conditions in
the Thai rail system. One would think traveling on these antiquated pullmans
manufactured in Korea in 1985-1989, the SRT command would at least change toilet seats after all these years of use.

Possibly, because the SRT, hasn't adequate resources due to the fact most of the revenue is siphoned off into the pockets of corrupt officials and over populated do nothing work force.

The fares are by all means not free the public should at least be give the privilage of having a sanitary toilet.

I, might suggest the procurment section check into purchasing the above mentoned items ( new toilet seats ) and also in the same vain try useing pressure washers to clean the toilets, these are stainless steel, pressure with detergent can do the job. Is this wishfull thinking. ?????

There was a scandal a few years back (in the time of Transport Minister Mohamed Nor Matha) when SRT decided to build new toilet blocks at most of its more important stations. Some members of the public were incensed that the cost of each toilet block ran into millions of Baht; and it was fairly clear that some of it was being siphoned off. Unfortunately, I can't find any links that relive this scandal. Of course, nothing positive came out of it.

The fact of the matter is (and I know from my own recent experience) that this mark-up is considered entirely natural for any public building; regardless of whether it is part of a governmental organization. And it doesn't even guarantee a good job; quite the contrary in most cases. Even a revolution wouldn't change this way of life.

I suspect Khun Wisaruth will provide us with some info on this scandal eventually.

The (rather dubious) positive side of this is that it makes it extremely easy to detect when Taksin is lying; as he only has to say his government is not corrupt.

Most locals have learned to conduct their rail ablutions from a great height.;)

DID you know that the train to Southern Isan area is Always FULL despite of the Off Season time :eek:

Even worse, track to Hua Lamphong has reached FULL capacity sotheyhave to shorten the line to Bangsue, Fuel the OUTRAGE from Isan passengers :mad:

Railway union files complaint

State Railway of Thailand (SRT) labour union yesterday filed a complaint with Auditor-General Khunying Jaruvan Maintaka accusing the father and wife of Newin Chidchob of encroaching on more than over 44 rai of SRT land in Buri Ram's Muang District.

SRT union leader Riangsak Kaengkan urged Jaruvan to take legal action against Chai Chidchob and Karuna Chidchob, father and wife respectively of the former PM's Office minister in the Thaksin government.

He claimed that both Chai and Karuna illegally obtained the title deeds to the two plots.

A Senate special committee and the Council of State had ruled that the land belonged to the SRT and could not be used by the private sector, but the SRT has not taken action against the two.

State Railway Labor Union to assert management company to solve debt problem of SRT
The State Railway Labor Union has set plans to establish an asset management company to solve the debt problem of the State Railway of Thailand (SRT).

Chairman of the Transport Committee of the national Legislative Assembly (NLA), Adm.Bannawit Kengrean (บรรณวิทย์ เก่งเรียน), and President of the State Railway Labor Union, Riang Khaengkhan (เรียง แขงขัน) recently announced the union’s proposals to solve the debt problem of SRT. The two representatives affirm the union will push for the enforcement of the proposals via parliamentary procedure and will not rally as it does not want to create more problems to the country.

Adm.Bannawit explains that the main responsibility of the asset management company is to manage lands totaling 250,000 rais which belong to SRT. The chairman expects that if the lands are properly and efficiently handled, the State Railway of Thailand will have enough income and no longer face the problem of lost profits.

Extra finger a disability, says railway school

Therdpong Kruaythong's ambition is to become a railway technician like his father. Now he is wondering why his minor physical abnormality is blocking that dream. The 20-year-old student passed the examinations to study at the Railway Technical School run by the State Railway of Thailand (SRT), but was disqualified by a medical team and selection committee because of a ''physical disability''.

With a sixth extra finger on his left hand since birth, Mr Therdpong argued that he should not be treated any differently from other people.

Mr Therdpong has set his sights on studying at the school to be like his father, who died while carrying out his railway maintenance duties about nine years ago.

Mr Therdpong has an excellent academic record. When he studied at Don Muang Technical College, he was one of its top five students with the highest grades. He enrolled and took an entrance examination at the Railway Technical School in early May.

The exam results were announced on May 23 and he was among 134 candidates admitted to the school.

On May 29, the school carried out health check-ups and found that he has one extra finger. The school committee ruled that Mr Therdpong was physically disabled and unfit for study at the school.

''I am disappointed that I passed the exams but was rejected just because I have one more finger than other people,'' he said. He insisted his sixth finger is no obstacle to his manual dexterity.

Mr Therdpong said he had honed his skills in mechanics for five years since he was a student at the Don Muang technical college.

''When I graduated from the college, I applied for work at a private company. They had nothing against my extra finger and agreed to employ me,'' he said.

However, he said he is ready to cut the finger off if that could help him gain admission to the school.

His mother, Ms Wasuthara, filed a complaint appealing to the school committee to review their decision, but to no avail. She also brought the matter to the attention of Siva Saengmanee, chairman of the SRT board, on Friday. But no progress has been made so far.

She said her son may now lose his eligibility to study at the school, since yesterday was the last day for new students to officially report to the school.

She said practically every member of her family works honestly at the SRT. It should have a heart and give her son an opportunity to prove his worth

Pakorn writes: As of 5pm [on August 1], a mob of unknown persuasion (no news about it in the media that I'm aware of) is blocking the trains at the Hua Lumphong station.

Transportation Committee to resolve issue concerning strike held by cleaning employees of the SRT
The Transportation Committee of the National Legislative Assembly (NLA) said it will quickly seek a solution to rumours of lay-offs of cleaners working for the State Railway Transport Ltd (SRT). The SRT cleaning division recently held a protest in retaliation to rumours of lay-offs by the state agency.

Admiral Bannawit Kengrien (บรรณวิทย์ เก่งเรียน), Chairman of the committee, said after discussing the problems with SRT laborers and SRT executives, affirms that SRT has not decided to lay off all SRT cleaning laborers, informing that SRT just rotate them to work in other positions. However, the rotation has caused the dissatisfaction among the laborers due to cheaper wages.

Tomorrow (Aug 3rd), at 17.30 hours, the SRT will invite representatives from various cleaning companies to find out which company will be more flexible and favourable to employment conditions in the SRT.

Protest delays trains

EMPLOYMENT :About 100 cleaners yesterday prevented trains leaving Hua Lampong station in protest at the state railway's decision not to renew their employment.

They placed wooden sleepers on rail tracks, preventing at least three trains from leaving the terminal and stranding hundreds of passengers in the afternoon.

They claimed the railway was hiring a new cleaning company.

Adm Bannawit Kengrian, chairman of the transport committee in the National Legislative Assembly, suggested the railway management meet with the protesters to work out assistance measures.

The protesters later dispersed and train services resumed at 6.30pm.

One wonders how it is that the Junta expects respect from the public when it allows an army officer to interfere in the running of the airport. And now the Navy Admiral seems to have decided he is more important that the Transport Minister or his Deputy when it comes to decision-making for SRT:


Sansern concerned with Bannavit's actions

Deputy Transport Minister Sansern Wongcha-um has expressed his concerns over Bannavit Kengrien's intervention in several transport state agencies, particularly the State Railway of Thailand.


Sansern said on Friday that aside from the SRT, Bannavit as chairman of the National Legislative Assembly's committee on transport, has also issued instructions for several other agencies. He admitted that the instructions caused confusion to the public.

Bannavit earlier announced that SRT would not extend the lease contract to Central Group, though the issue is still considered by the Council of State.

"These state agencies should stick to their policies," Sansern said.

On the contract extension for Airport Rail Link project, he said the final decision would be made by the committee established by the Transport Ministry. The committee will discuss with the Assets Examination Commission.

Meanwhile, on the lease to Central Group, while the Council of State is considering the existing contract, SRT is also hiring an advisor to reevaluate the Lat Phrao property which will give a rough idea how much SRT should receive from the lease extension.

"I have told SRT officials that in whatever they do, take public benefits as the priority as well as legal fairness to all parties," he said.

BTW, if this news comes from Bangkok Post, you have to think twice since the owner of Central Phatthana is the onwer of of Post Publishing .... anythign that hurt theri interst will resault in smear campaigns against the opposite

Probe panel sets sights on ex-SRT chief

Suspicion over 'hasty' B1.6bn fee payment

A Transport Ministry fact-finding committee has raised suspicion about a former State Railway of Thailand (SRT) governor's approval of the payment of 1.6 billion baht in lending fees on behalf of the Airport Rail Link project contractor, which was said to have been made at the wrong time resulting in an ''unnecessary interest'' of 176 million baht. A ministry source said the panel, headed by deputy permanent secretary for transport Surachai Thansitthipong, found the SRT should have paid the fee after the completion of the high-speed railway project, not before that.

The payment was made on behalf of the project contractor, a consortium made up of B Grimm MBM (Hong Kong) Ltd, Siemens AG, and Sino-Thai Engineering & Construction Plc (Stecon).

The fee payment was approved by the then SRT governor when the Airport Rail Link project contract was signed in January 2005. The 1.6-billion-baht fee was then posted as a debt to be shouldered by the SRT, which has so far incurred an accumulated interest of 176 million baht.

The consortium had secured a loan to finance the project and the SRT agreed to absorb the lending fee. But the state enterprise should have taken over the fee after the project was finished.

Also, the same SRT governor had approved another portion, which accounted for 15% of the project value, which the contractor needed as a financial start-up for the project construction.

The source said the ex-governor's approval of the portion without waiting for the consideration of a procurement committee might be wrong.

The SRT formed a procurement committee one month after the portion had been paid out.

The quick payment clearly violated the SRT's regulations, the source said.

The source said there was a query as to whether the lending fee could have been lower if another firm had been contracted to do the job.

The SRT management explained to the inquiry team that the consortium won the project because its overall quotation which included the construction cost, finance charge and proposed interest was the lowest.

Mr Surachai said his panel would find out if the SRT's regulations, relevant laws and the rail link project's terms of reference had been strictly followed.

The panel is expected to wrap up its findings in the next few weeks.

The consortium won the project with a bid of 30 billion baht. The project is designed as a 28-kilometre elevated rail system to link Suvarnabhumi airport, east of Bangkok, to the inner city.

The route will have seven stations stretching from Phaya Thai and Makkasan districts to the new airport in Samut Prakan's Bang Phli district.

The contract requires the consortium to complete the rail link project in 990 days. The deadline, which falls on Nov 5 this year, is unlikely to be met as only about 70% of its construction has been completed so far.

The consortium has asked to have the deadline extended by about two years, citing the SRT's delay in handing over land to be used as construction sites.

Deputy Transport Minister Sansern Wongcha-um suggested yesterday that the SRT delay its decision on extending the contract deadline pending the investigating committee's findings

Central Plaza Ladprao Project: Transparency and Rule of Law

Central Group is ready for negotiation with the State Railway of Thailand over its crown jewel shopping complex.


Central Group is pressing on with its negotiation with the State Railway of Thailand (SRT) to ensure that its prized Central Plaza Ladprao would continue to stay in the conglomerate's fold when the lease-hold would soon expire next year.

Kobchai Chirathivat, managing director of Central Pattana Plc, said that the preparation for the negotiation is now underway on both sides.

He said that, contrary to hearsays, SRT's board has not rejected its negotiation proposal.

Central Group has previously submitted a letter to the SRT on November 10, 2000, asking for contract renewal, which the SRT said that could not start the process at that time.

"Central Group is currently waiting for the committee, appointed by SRT under Article 13 of BE 2535 Act [Private Participation in State Affairs], to invite the company to start negotiations on land and asset rental and other terms and conditions," added Kobchai.

According to its statement to the Stock Exchange of Thailand, Central Group believes that transparency in the negotiation process can be attained via an appointed committee under Article 13, as outlined by The Office of the Council of State in its legal opinion given in April last year.

The company said that it would like to see the negotiation process carried out by the rule of law.

Disputes between the two parties are nothing new. In 2003, Central agreed to pay Bt320 million to SRT for breach of contract, concerning extension on the premise of the Ladprao complex without prior approval from SRT.

Prime Minister Surayud Chulanont on Monday admitted that Transport Ministry has submitted him a petition over National Legislative Assembly member Bannavit Kengrien's inappropriate actions.

He said the PM's secretariat informed NLA speaker of the matter, saying that legislative and administrative powers should not be overlapped.

He said Deputy Transport Minister Sansern Wongcha-um did not mention any specific intervention of Bannavit in state agencies under the ministry's supervision.

"The intervention is inappropriate," he said.

Last week, Sansern told reporters that Bannavit largely intervened in the operations of the State Railway of Thailand, such as calling for a meeting of the SRT board of directors.

Bannavit is chairman of the NLA committee on transport. He does not serve in the SRT board.

Bannawit defends role after PM's warning

(BangkokPost.com) - Bannawit Kengrian, chairman of the National Legislative Assembly committee on transport, said there is no need for him to explain to the Transport Ministry after Prime Minister Surayud Chulanont warned him on Monday to stop interfering the ministry on issues concerning projects at Suvarnabhumi airport and other projects it was involved in.

Adm Bannawit said he has not yet received Gen Surayud's letter but has learned about its details from the media. He said he is not discouraged by the premier's warning.

He said that his involvement on these projects occurred because the executive branch failed to make progress on problems concerning benefit of the public, adding that it is then the responsibility of the legislative branch to make sure the problems are solved quickly.

He insisted that he has never interfered in the work of government agencies.

Gen Surayud made it clear during a press conference at Government House that a clear line must be drawn between the legislative and executive branches. Both must operate independently of each other, he said.

National Legislative Assembly speaker Meechai Ruchuphan yesterday played down an angry reaction by lawmaker Admiral Bannawit Kengrien, who is being investigated for alleged transgression of executive power.

Meechai said he had cautioned Bannawit out of good intentions, praising him for his dedication to the job, although he might have unwittingly erred while trying to accomplish his tasks.

"I detect no conflict within the NLA," Meechai said.

Bannawit, who is chairman of the NLA committee for transport, blamed his predicament on infighting among lawmakers.

Lawmaker Juree Vichit-Vadakan said she would today convene her fact-finding committee to look into Bannawit's performance.

Juree said her committee would clear up doubts surrounding Bannawit as soon as possible.

Lawmaker Gothom Arya, a member of the Juree committee, said he would carefully examine complaints and rebuttals relating to Bannawit's performance before drawing any conclusion.

Lawmaker Prapan Khoonmee said he viewed Bannawit as an outstanding lawmaker who might have been misunderstood for his determination to carry out his job.

Prapan said the Transport Ministry might have wrongly construed Bannawit's opinions as a trangression on its jurisdiction when in fact these opinions were meant as advice.

Union asks Dep Transport Minister to quit

(BangkokPost.com) - The railway labour union is preparing to rally outside the Transport Ministry on Friday morning to call on deputy transport minister Sansern Wongcha-um to resign.

The union members have accused him of incompetence and failing to investigate claims of corruption to a satisfactory level.

“The State Railway of Thailand is calling on Mr Sansern to tender his resignation because we believe he has been showing some lacklustre performances as deputy transport minister,” said Somsak Kosaisuk, chairman of the State Enterprise Labour Association of Thailand.

Mr Sansern also came under fire for accusing Adm Bannawit Kengrian, chairman of the National Legislative Assembly (NLA) committee on transport, of acting outside his authority by ordering investigations into corruption.

“All Adm Bannawit did was attempt to unmask those guilty of corruption,” Mr Somsak insisted. “He did not act outside his authority. On the contrary, he was looking out for the SRT.”

Privatisation bill woes

Unions threaten to stir up public opposition

Labour unions of state enterprises and consumer protection groups have threatened to launch a campaign to mount public pressure against a draft bill on state enterprise privatisation if the government refuses to back down.

Savit Kaewwan, of the State Railway of Thailand labour union, said labour and consumer activists would rally public opposition against the draft legislation which passed its first reading by the National Legislative Assembly (NLA) last month.

An ad hoc committee comprising 25 NLA members has been set up to vet the bill, which was proposed by the Finance Ministry to replace the Corporatisation Act of 1999. Mr Savit warned the government and the NLA to think more carefully about passing the bill into law or they could face street protests.

''Do not tempt the people to come out on the streets. We have not started campaigning yet because we want the government to work and realise its goal,'' he said.

He said the groups would also lobby NLA members who disagreed with the bill to help stall its passage.

The draft bill calls for the setting up of a new regulatory body called the state enterprise privatisation policy committee to supervise privatisation of state-run companies.

Dep Transport Minister refuses to resign

(BangkokPost.com) - Deputy Transport Minister Sansern Wongcha-um insisted that he will not resign from the post after the railway labour union demanded his resignation on Friday morning.

About 300 union members led by union president Ruengsak Kaengkan called on Mr Sansern to resign. They accused him of incompetence and failing to investigate claims of corruption to a satisfactory level.

Transport Minister Theera Haocharoen defended his deputy, saying that the ministry does not neglect the problems including those concerning airport rail links in Bangkok.

Mr Sansern denied to comment on the matter, saying that he is not the cause of these problems. He vowed to continue to work for the Transport Ministry.

Bannavit Kengrien, chairman of the National Legislative Assembly's transport committee, yesterday alleged that some NLA members had been obstructing him from checking irregularities in state projects.

"The committee cannot continue working because some NLA members, who are high-ranking military officials and friends of companies facing investigation, have lobbied some members to resign. The committee cannot call a meeting because of the lack of a quorum," Bannavit said.

He said the resignations included those of committee deputy chairman Sutham Jitranukrao and committee member Sumet Tantuwanit, adding that some people had applied to join the committee but that it would take two or three weeks for the NLA to approve the applications.

Bannavit insisted that his duties did not interfere with the current administration's work - all he wanted to do was investigate corruption. "I am not having fun putting politicians or state officials in jail for corruption, but I just want to protect the country's interests."

Chanchai Issarasenarak, adviser to the committee, alleged that a Cabinet member in the current administration was involved in corruption. "We discovered that Thai Maritime Navigation broke the law so we forwarded the issue to the Transport Ministry, but the ministry did nothing. This minister risks being accused of corruption," he said.

However, he denied allegations that committee members had accepted bribes. "If the allegation is true, tell me who gave money to whom? Many ministers in this government did not take part in the coup, but benefited from getting high-powered posts."

Deputy Transport Minister Sansern Wongcha-um last week expressed concerns over Bannavit's intervention in several state agencies, particularly the State Railway of Thailand.

Bannavit's NLA colleague General Somjet Bunthanom yesterday denied lobbying transport committee members to resign in order to block corruption investigations.

Somjet said he did not have the power to pressure anyone. "No one can stop the committee from checking corruption allegations. But what method do they use to check?'' he said.

He admitted he was close to Central Group's management but said he stuck to principles when carrying out his duty.

Strike disrupts train services
For the first time in the country's history, a large number of State Railway of Thailand (SRT) employees have begun a strike that have disrupted train services to many destinations across the country.

The train services to key cities like Chiang Mai and Ubon Ratchathani were now suspended.

It is likely that the suspended services will continue for at least two days.

SRT employees have staged a strike apparently in retaliation against the government's plan to liberalise cargo-train services in the country.

SRT acting governor Bancha Kongnakorn Wednesday apologised to people for inconveniences from the suspended services.

"We are urgently negotiating with SRT labour union," he said.

According to him, 110 train drivers and 104 technicians - or about 10 of them - have joined the strike. Their move has affected many routes.

Deputy Transport Minister Sansern Wongchaum said the government's plan in fact would not affect the welfare and rights of SRT employees, nor it was about the privatisation of SRT.

The abrupt halting of the services; at least five in the north, two in the south and three in the northeastern regions, left hundreds of passengers stranded at the stations.

Sawit Kaewwan, vice president of the railway's labour union said that the protest will continue until Prime Minister Surayud Chulanont steps in to cancel the draft bill.

"We don't know when we will stop the protest. We will adopt a strategy that all of our train officials take sick leave. We will also suspend more the train services in many parts," he said.

In northern province of Phichit, at least two northern trains stopped their service.

In Nakhon Sawan, Chiang Mai train halted its service at 5 am and the Tapan Hin - Bangkok train would not leave its station as scheduled at 5.30am.

Many passengers and students were left stranded at the Phichit station Wednesday morning.

Phichit station chief Wissanu Chankrachang later told the passengers to use other means of transportation as there would be no trains heading to Bangkok Wednesday.

For southern train services, southern-bound services stopped at the provincial railway station in Nakhon Si Thammarat as SRT employees joined the protest.

The trains which have left Bangkok Tuesday evening for Malaysia, Sungai Kolok, and Trang, stopped at the Nakhon Si Thammarat station.

Passengers were transported on buses to their destinations from the station.

Nakhon Si Thammarat station chief Banchob Phetchuay said it was not clear whether two trains, which are scheduled to leave Nakhon Si Thammarat for Bangkok Wednesday, would be in service or not.

Krirk-Krai: JTEPA not part of SRT protest
Commerce Minister Krirk-Krai Jirapaet dismissed report that the Japan-Thailand Economic Partnership Agreement (JTEPA), which will take into effect from tomorrow, was one among the causes that drive employees of the State Railyway of Thailand to stage a strike.

He said on Wednesday that JTEPA has nothing to do with public transportation in Thailand.

The State Railway of Thailand's staff might be concerned over the organisation restructuring and this led them to stage the protest, he said.

The ministry, however, would send representatives from Trade Negotiations Department to clarify the issue to the State Railway of Thailand's staff, he added.

Commenting on Thailand's planned logistics liberalisation, Krirk-Krai said that it would benefit local industry as efficiency needs to be improved.

In case that Japanese investors enter into Thailand's logistics business following the deregulation, it would help strengthen the industry, he said.

The State Railway of Thailand's labour union has issued the first official statement, containing six points that drove them to stage the protest on Wednesday.

First of the issues is the SRT's plan to renew the land lease contract for Central Group, without calling for the general bidding under the Public/Private Joint Venture Act.

Third, the board agreed to extend the construction contract of Airport Rail Link project, which means a loss of over Bt1 billion to the SRT.

Third, the board extends the employment contract to SRT's chief financial officer, Arak Ratboriharn, despite his "incompetence".

Fourth, the SRT could not raise its fares or receive any compensations for its low fares, which has caused the accumulated losses of Bt23 billion.

Sixth, the board proposed amendments to the law governing the SRT on without consents from the labour union.

Notably, the statement did not contain the signature of the labour union's chief. It simply showed the SRT's union seal on top and the rubber stamp.

40,000 stranded by rail walkout

State Railway of Thailand employees Wednesday staged a wildcat "sickout" that paralysed train services to many destinations nationwide and left thousands of angry passengers stranded over much of the country.

Forty thousand daily business commuters who rely on Thailand's debt-ridden conventional rail system to get to their places of employment through often virtually impassable Bangkok traffic - as well as tourists and executive passengers on longer-distance commutes - were surprised by the walkout, staged virtually without warning to the travelling public.

Barred by law from staging a formal strike, more than 200 engine drivers and other workers reported they were sick. Many walked off the job, leaving trains stranded, and others did not report to work.

SRT union leaders said the rare walkout was held to protest the State Railways plan to liberalise cargo services which they believe will effect under the framework of the controversial Japan-Thailand Economic Partnership Agreement (JTEPA), the terms of which have not been fully revealed to the public.

The Thai-Japanese free trade pact, signed in Tokyo on April 3 by Prime Minister Surayud on behalf of Thailand, takes effect November 1.

Thailand's national railway workers also complained about the mismanagement of the national railway system.

Some 300 SRT workers gathered at State Railways headquarters in Bangkok and distributed fliers charging state railways top executives for mismanagement and exploiting the state enterprise, as the SRT has to burden overall losses of Bt23 billion.

Workers said they have gone on strike also to protest amendment of the SRT Act allowing the private sector to run goods transport, in effect renting state property to enable private interests to compete against the functionally bankrupt state-run corporation and the jobs currently being filled by SRT employees.

SRT Labour Union chairman Riengsak Khangkan said the union would be on strike indefinitely.

Prime Minister Gen. Surayud Chulanond said he had assigned Deputy Transport Minister Sansern Wongcha-um to head the team to solve the short-term problem to ease the problem of train passengers unable to proceed to their destinations.

He also said that the JTEPA which had already signed would not affect the SRT and if the SRT Labour Union called for the amendment of the SRT Act, the prime minister said it was negotiable.

Meanwhile, the Commerce Ministry and Ministry of Foreign Affairs echoed the Premier's comment that JTEPA was not involved with transport liberalisation, and Mr. Sansern said he had ordered the SRT board to urgently address the problem.

He said the government's plan would not affect the welfare and rights of SRT employees, nor was it about the privatisation of the national railway system.

Mr. Nancha said SRT management is urgently negotiating with the SRT labour union.

SRT resumes train services today
The State Railway of Thailand (SRT) resumes train services across the country today at 04.15 a.m. The cost of damage of SRT employees’ strike yesterday was estimated at more than 10 million baht.

Chief of SRT’s Public Relations Division Phairat Rojcharoen-ngam (ไพรัช โรจน์เจริญงาม) discloses that SRT resumes its operation which had halted for one day due to the strike. He also expresses his confidence that the Southern and Northern train services will operate without impediments.

The 10-million baht cost of damage was mostly caused by delays in shipping of goods. Mr Phairat says SRT will negotiate with the owners of the goods to reduce fines SRT has to pay them. He also suggests that SRT should clarify the organization’s policy to the employees and expresses confidence that a strike will not take place again.

Meanwhile, Sumontha Korae (สุมลฑา ก๊อเร๊ะ), passenger affected by the strike yesterday, says her trip to her hometown in Yala province was delayed due to the strike and calls on SRT to prevent this kind of problem.

Minister of Transport asks that railway workers be conscious of citizens' needs
Minister of Transport Sansern Wongcha-um (สรรเสริญ วงศ์ชะอุ่ม) revealed that a meeting between his ministry and the Railway Workers Union of Thailand took 3 hours to conclude successfully. Mr. Sansern stated that the ministry would allow for 6 of the 9 demands made by the union in exchange for railway workers to disperse from their strike and continue operation.

The ministry stated though that negotiations for the JTEPA will continue and affirms that it will not result in the transfer of the State Railway Authority into a private entity. Mr. Sansern though, admitted that previously executives of the State Railway Authority had failed to clarify and create understanding on the matter with subordinates.

Nonetheless, Mr. Sansern stated that the organized strike was considered inappropriate as it did not conform to labor principles and also inconvenienced many citizens. The strike caused a total loss of over 40 million baht and thus the Transport Minister has asked that workers be more conscious of their actions in the future.

After the general strike, the SRT union should realize that the approach on holding the passengers as a hostage will be the sure way for SRT Union to be LIQUIDATED since the public at large saw such a general strike as the way to protect theri own selfish interests over the publci interest despite of theri claims on protecting public interests.

Alientating the passengers and customers by holding the passengers as a hostage through the genera strike will break theri own iron rice bowls for sure ... the passengers woud go somewarfe else instead oof railways ....

Sooner or later, they will be shocked that even their own men in the SRT union would NOT join the strike since public don't give a damnb ot htem whether they are existed or otehrwise. :eek:

Other unions said to have promised support for nationwide action

The State Railway of Thailand (SRT) labour union has threatened nationwide transport strikes if its members are punished for striking on Wednesday.

Khanit Chaiyanuphong, a union member based in Lampang, said other public transport unions had promised to cooperate in staging nationwide strikes. He also apologised to rail commuters for the protest, which left tens of thousands stranded.

Sathorn Sinpru, a labour leader based in Nakhon Ratchasima, said union members had no choice but to hold commuters "hostage" as a leverage in negotiating with the SRT management.

"If we did not do it, the SRT management would never look into our problems or consider our demands," he said.

Union members spent 10 months negotiating with the management, he said, but little progress had been made. He pleaded with the public to accept their apologies and to understand the reasons behind the strike.

Acting SRT governor Nakhon Janthasorn said the strike had cost the agency Bt10.4 million in damages, including Bt5.2 million in refunded ticket fares and another Bt571,000 to provide chartered buses for commuters.

Prime Minister Surayud Chulanont said he hoped the matter would be resolved without the need for more strikes.

He dismissed speculation that the strike had been secretly encouraged by some National Legislative Assembly members not aligned with the government.

Even after most rail services resumed early yesterday morning, most commuters turned to interprovincial buses on long-distance routes. The first train back in service was Route 303, travelling from Bangkok to Lop Buri at 4.20am.

Only 10 commuters availed of the Bangkok-Phichit service later in the morning. Some services leaving Bangkok are still unavailable because Bangkok-bound trains have not yet arrived.

Nakhon Ratchasima rail station hired 20 buses for 1,200 commuters who had bought tickets to Bangkok before the strike was over.

Hat Yai station refunded more than Bt400,000 to commuters wishing to return tickets.

Govt agrees not to make them liable for Bt10m cost of action

Rail workers who took "sick leave" on Wednesday would not be liable to civil or criminal punishment, even though they caused financial damage to the State Railway of Thailand and inconvenienced passengers and corporate clients, according to an agreement between officials and the labour union.

SRT employees went back to work at midnight on Wednesday, following negotiations between the union, Deputy Transport Minister Sansern Wongcha-um, and board chairman Siva Saengmanee. The talks focused on six complaints by the union.

The SRT said yesterday the 12-hour stoppage, involving 200 train drivers and 194 mechanics, cost the agency Bt10.45 million.

That was because 37 of the 80 available trains were halted and thousands of passengers and cargo loads were left stranded.

The SRT said ticket refunds cost some Bt5.3 million and bus transfers for passengers cost a further Bt571,000. It also lost Bt4.6 million from delayed cargo shipments.

While the workers avoided any government backlash, the authorities also gave several promises that satisfied the union and got employees back to work.

Officials promised to reveal the Council of State's decision on the Central Group's bid to lease SRT land in Bangkok within a month.

It also promised to launch legal action against a politician in Buri Ram over the alleged issuance of false land-title deeds. It would also review whether Chief Finance Officer Arak Ratboriharn's qualifications were in line with Finance Ministry regulations.

In regard to charges that the lack of compensation for low fares caused the SRT to suffer accumulated losses of Bt23 billion, Sansern promised to forward the matter to the Finance Ministry and Cabinet within two months.

Within the same period, Sansern would also ask the Transport Ministry to amend a Cabinet resolution from July 28, 1998 that puts a limit on workforce numbers.

Sansern also promised to consult the union before making any changes to the SRT Act and the Transport Administration Act. At present, the Council of State is screening proposed changes.

Importantly, it was agreed that consent would be sought from workers before private companies would be allowed to operate transport services on the SRT rail network.

Lae Dilokvidhyarat, director of the Labour and Management Development Centre at Chulalongkorn University, said the SRT executives should be blamed for the strike because of incomplete discussions with the union. "It's reasonable for them to stage a protest to protect their interests. If the restructuring must happen, their participation is necessary."

However, an SRT director, who asked for anonymity, said he was surprised by the strike, given the labour union had been informed of all possible changes as its representatives were present at meetings with the board.

He also said the SRT needed an overhaul or it could not properly serve the public due to rising debt and inefficiency. "The planned restructuring will require the government to continue investing in infrastructure such as the rail tracks - and shoulder the debt of Bt39 billion," he said.

Under the restructuring plan, SRT would set up three subsidiaries to separately manage its assets, transport service on the Eastern route, and an electric train network. The SRT would remain a state enterprise and a regulator.

Entirely owned by the state, the subsidiaries would be allowed to enter into joint ventures with private companies for new investment projects, like procurement of new locomotives and carriages. Private funds were necessary due to the high costs.

The source said SRT planned to spend Bt124 billion on infrastructure over the next seven years to replace single track with double rail lines and increase logistic facilities. The new train system was an integral part of national logistics, and officials wanted reduce the high the cost of transporting goods by road.

Investment in locomotives and rolling stock from this year until 2011 is estimated at Bt13 billion, while investment in commuter projects, including the Red Line electric train and short routes between Bangkok and neighbouring cities, is put at Bt146 billion.

Currently, SRT had debts of Bt52 billion and unfunded pension costs of Bt153 billion, the director said.

SRT suspects strike was political

As train services returned to normal yesterday, sources at the State Railway of Thailand (SRT) said the agency suspects there may have been a political motive behind Wednesday's nationwide rail strike.

A high level source at the railway agency believed the strike was aimed at damaging Transport Minister Theera Haocharoen instead of any real desire to improve the SRT's performance.

''None of the union members' demands were new. They were all old problems,'' said the source, who was involved in talks with union staff to end the strike.

Differences between the agency and the union are usually settled through negotiations, but this time union members clearly wanted to cause chaos to train services and passengers, the source said.

Acting SRT governor Nakhon Chanthasorn suggested the strike may have been instigated and planned by outsiders.

Strikes by trade unions worldwide result from both internal and external factors, he said, adding that 60% of work stoppages were generally caused by external factors and the rest were due to conflicts between workers and management.

Trade unions can sometimes be influenced by politicians or used as a tool for other purposes, he said.

Mr Nakhon said many of the union's demands were already in the SRT's rehabilitation plan, which has been forwarded to the cabinet for approval.

However, he admitted that some proposed amendments to the state railway law had made railway staff nervous about their job security.

The mass sick leave called in by union members ended on Wednesday night after five hours of negotiations.

The SRT said the strike, which brought nearly half of the country's passenger and cargo train services to a halt, had cost the agency around 10 million baht.

Theera: May have been target of action

Adm Theera was out of the country when the protest took place. He assigned Deputy Transport Minister Sansern Wongcha-um to lead SRT board members and executives to negotiate with the union to end the strike.

Soon after the strike took place, Adm Banawit Kengriang, chairman of the National Legislative Assembly committee on transport, offered to help mediate with union members but the Transport Ministry rejected his offer.

Adm Banawit is at odds with the Transport Ministry over a number of issues, including unresolved problems at Suvarnabhumi airport. Adm Banawit's criticism of the ministry's ''slow'' efforts to solve the airport's problems have upset the minister and his deputy.

The ministry felt that Adm Banawit had overstepped his authority by trying to circumvent the Transport Ministry to solve the problems.

SRT union president Riengsak Khaengkhan yesterday defended the strike, saying it was intended to improve the efficiency of the loss-ridden railway agency and its executive members.

He also said if the SRT wanted to avoid similar situations in the future, it would have to improve labour relations and the overall operations of the SRT.

The railway has a combined debt of 23 billion baht.

One of the union's complaints was that SRT chief financial officer Arak Ratboriharn was underqualified and overpaid. The union also alleged the selection process to appoint him was not in line with SRT regulations. The railway agency agreed to look into their grievances.

Mr Sansern assured the union yesterday that transport authorities would respond quickly to its demands.

However, he said going on strike was not the answer, as the only people it really hurt was the public.

But Somsak Khosaisuk, adviser to the union and a member of the People's Alliance for Democracy, said the strike was in the public's interest as it was aimed at protecting the SRT, which was a national asset. Trouble caused to passengers by Wednesday's protest was limited, he said.

Rail workers who took "sick leave" on Wednesday will not be liable to civil or criminal punishment, even though they caused financial damage to the State Railway of Thailand (SRT) and inconvenienced passengers and corporate clients, according to an agreement between officials and the labour union.

SRT employees went back to work at midnight on Wednesday, following negotiations between the union, Deputy Transport Minister Sansern Wongcha-um and board chairman Siva Saengmanee. The talks focused on six complaints by the union.

The SRT said the 12-hour stoppage, involving 200 train drivers and 194 mechanics, had cost the agency Bt10.45 million.

That was because 37 of the 80 available trains were halted and thousands of passengers and cargo loads were left stranded.

The SRT said ticket refunds cost some Bt5.3 million and bus transfers for passengers cost a further Bt571,000. It also lost Bt4.6 million from delayed cargo shipments.

Railway union threatens another strike

The State Railways of Thailand (SRT) labour union will resume striking against the Surayud government after one month from today if the authorities fail to meet its demands involving the controversial leases of SRT property to the private sector and revision of SRT privatisation schemes.

SRT labour union chief Riang Khaengkhan said the railway unionists had decided a one-month deadline for government action to meet their demands -- including the decade-long lease contracts of SRT land in the Chatuchak area to the Central Group under which, he said, the loss-ridden state firm had been disadvantaged and deprived of due revenues which may have amounted to tens of billions of baht.

The union head said his colleagues would keep railway passengers least affected by their future movements against the SRT management or the Surayud government, but he neither confirmed nor denied that another round of work stoppage by the union might reoccur in the foreseeable future, following the October 31 wildcat strike which saw railway services coming to an unforeseen halt.

He said the SRT union had by no means pressured Prime Minister Gen. Surayud Chulanont to resign in the face of the government failure to meet its demands. (TNA)

Union threatens further train strikes

State Railway of Thailand (SRT) union president Riengsak Khaengkhan has vowed to lead a new strike within a month if the government fails to meet the union's demands to abandon privatisation plans.

Mr Riengsak said they would try to keep the effects of any union action minimal for the public but did not rule out another stoppage of train services. SRT union members called in sick en masse on Oct 31, bringing almost half of all national trains services to a halt. However, they returned to work the next day following late negotiations with railway executives and government officials.

Mr Riengsak admitted that the Oct 31 strike caused trouble for the public but insisted the union's action was intended to protect the SRT's longer term interests.

He also refuted accusations that the union had been put up to the strike by high-level political players.

''We'll be persistent in our fight until our demands are met,'' he said.

The SRT union has demanded the government abandon plans to allow private investment in the country's rail transport network and logistics, which it says will pose a threat to SRT jobs.

The union believes the government is going to allow the private sector to operate the trains, especially freight trains, in a way that would compete with the SRT.

SRT executives however, suspect last month's strike may have been instigated by outsiders, since many of the union's demands were already in the SRT's rehabilitation plan, which has been forwarded to the cabinet.

The Oct 31 strike, when hundreds of train drivers and mechanics called in sick, left tens of thousands of passengers stranded and cost the SRT roughly 10 million baht, rail executives said.

The SRT is concerned that any strikes during the month of December could cost the agency far more.

December is a busy tourist month, starting from His Majesty the King's birthday on Dec 5 through to Christmas and New Year at the end of the month.

A huge number of both Thai and foreign tourists are expected to use the rail network to travel over the busy holiday period which will also see millions of people returning to their home provinces to vote in the Dec 23 election.

SRT bids to delay private concessions

State Railway of Thailand (SRT) executives have tried to delay the establishment of a company to operate urban electric and commuter railways, but such operations will probably be turned over to a private company, says a source.

Tipped to win the contract are Skytrain operator Bangkok Mass Transit System and subway operator Bangkok Metro.

A State Enterprise Policy Office source said the Cabinet had approved the establishment of an operating subsidiary for operating the Airport Rail Link and the Red Line. Initially, the subsidiary is required to provide professionals for some jobs, while others will be outsourced.

"However, there has been no any progress on preparation in this regard despite the importance of the issue," said the source.

The source added that some SRT executives had tried to stall the establishment, in order to avoid giving the concession to a private company.

Meanwhile, the Finance Ministry wants the SRT to prepare for rail-route operations by itself, as workers related to route operations are vital to its business. If private-sector companies are allowed to take over route operation, it might afford them a higher level of bargaining. In addition, the SRT will not be able to resolve any problems in the future if there are strikes.

Moreover, the source said the SRT could not be dissolved like other state enterprises even though it has huge debts and accumulated losses, because the railway system is important for the Kingdom's transport and logistics system.

The Finance Ministry has therefore tried to drive SRT's rehabilitation plan successfully. To solve SRT's financial problems over the next decade, it needs to invest more than Bt285 billion in infrastructure. Currently, the SRT has 18,000 employees, only 2,000 of whom are considered at the heart of the organisation.

The State Railway of Thailand is set to be partially privatised if Cabinet approves a multi-billion-baht double rail track investment scheme tomorrow, Transport Ministry sources said.

The proposal to build double rail tracks on five routes with a combined length of 2,644 km means the government is preparing to transfer the essential part of the country's logistics network to the private sector, said a senior official, who requested anonymity.

"The move follows SRT's chronic losses, making it not possible for the state unit to develop its network for modern logistics, even though rail transport per unit is much cheaper than road transport," he said.

The investment cost for more than 2,600km of double rail tracks will cost an estimated Bt367 billion.

Under the proposal set for tomorrow's Cabinet approval, SRT will grant long term concessions to private companies to build and operate the routes, but ownership of the infrastructure will be transferred to SRT when concessions expire.

Transport Minister Santi Prompat said Thailand's rail network would be expanded to link with those of Asean countries and southern China.

The proposal will also generate income for the SRT so that it can use the proceeds to cover losses.

Private investors will help improve railroad efficiency which is necessary if the cost of logistics is to be competitive.

At present, SRT cannot meet the rising demand for multi-mode transport services due to a shortage of rail carriages.

In addition, service quality is not competitive, as evidenced by frequent shipment delays and damage to goods.

A source in the logistics industry said Chinese firms could benefit as they have large oil and fertiliser shipments for Asean markets.

Besides the decline of passenger traffic, down about 2 per cent annually from 56 million in 2001 to just 52 million in 2006, SRT has also suffered from a high number of accidents, averaging 500 a year.

SRT is also shouldering a huge debt of Bt51.2 billion, costing Bt1.85 billion in annual interest payments. It also has a combined pension liability of Bt160 billion.

In 2006, the state enterprise booked a net loss of Bt6.57 billion. It is expected to post net losses of more than Bt10 billion over the next three years.

SRT currently has a total of 4,000km of track, of which 93 per cent are single track, 4 per cent double tracks and 3 per cent triple tracks.

Hong Kong, China — The authorities in Khon Kaen probably did not like Kamol Laosophaphant. His campaign to expose corrupt council dealings over state railway land, among other things, reportedly had a group of police ready to beat him up just last year.

The 49-year-old delivery contractor told his family that he was worried for his safety. In January he took out a life insurance policy but did not let up his fight against the neighborhood “people with influence.”

Kamol, as it happened, had cause for concern. On Feb. 7 he went to the Baan Phai station to lodge one of a dozen criminal complaints that he was preparing against local officials. He never came back to his house only a few hundred meters away.

Yuthana tipped as new railway chief

State Railway of Thailand (SRT)'s board of directors will today consider the appointment of Yuthana Tupcharern as its governor.

The decision will be crucial to both SRT and Central group - as the latter's land lease contract with SRT for a 47.2-rai site, where the sprawling Central Lad Prao retail complex is situated, will expire this December.

An extension of this multi-billion-baht 30-year land lease has been put on hold due to the absence of a governor with full authority to cut a deal with the private firm.

Over the past two years, SRT has had only acting governors.

Now, Yuthana, a former deputy governor familiar with previous negotiations with Central, seems likely to be appointed to the top post by the board following a recent order issued by Central Administrative Court regarding Yuthana's qualifications.

A source close to Central said there could be a conclusion between SRT and Central on the land deal soon if Yuthana became governor.

"Previously, we expressed an interest to extend the land lease contract with SRT a few times, but there has been no progress," said the Central source.

Other sources said the SRT board meeting, to be chaired by Somsak Boonthong today, is expected to name Yuthana as the new governor.

Previously, SRT indicated that Central has offered to pay Bt14 billion to the state enterprise in return for a 30-year extension of the lease.

However, Transport Minister Santi Prompat said the amount is too low and suggested that a reasonable offer should be around Bt30 billion.

Based on the existing contract, SRT is supposed to give Central first option to extend the contract by at least 10 years as Central has previously invested a significant amount into the site.

Currently, the properties include a five-storey shopping complex, a 3,000-vehicle car park, a 600-room hotel and a 10-storey office building among.

A transport ministry source said the extension of the lease has been delayed because Central's previous offer was less than what it considered a "fair amount", including an Bt8.5-billion offer for extending the contract by 20 years.

The Ministry of Transport is likely to appoint Mr. Yuthana Thupchareon (ยุทธนา ทัพเจริญ) as the governor of State Railway of Thailand (SRT). The proposal is scheduled to be brought up before the Cabinet this Tuesday (July 8th).

The caretaker Director-General of the Department of Rural Roads, Mr. Supot Saplom (สุพจน์ ทรัพย์ล้อม), says to designate Mr. Yuthana the SRT governor will help accelerate the implementation of many projects under the management of the ministry.

Mr. Supot adds that SRT committee will firstly give a hand to the newly appointed governor in an effort to expedite a number of suspended and new projects, including pending Chachoengsao (ฉะเชิงเทรา) -Laem Chabang (แหลมฉบัง) twin highway and suspended airport link project.

SRT salaries at risk in October

Employees of the State Railway of Thailand may not receive their salaries in October if the government does not speed up the allocation of an emergency liquidity injection of Bt4.2 billion this month.

"Our cash flow is enough to cover expenses for September," said SRT chief financial officer Arak Ratboriharn. "If the government delays a decision on the emergency injection, we will have no money left for salary payments, starting in October."

SRT has to pay Bt500 million to Bt600 million in salaries monthly. The agency hopes that the Cabinet will speed up its consideration of the emergency liquidity injection. The matter was submitted for Cabinet consideration two months ago, but so far the Cabinet has delayed making a decision.

Besides the emergency injection of Bt4.2 billion, SRT also requires the Cabinet's approval to increase its overdraft loan limit by approximately Bt800 million.

The agency believes that the emergency funding as well as the overdraft increase would be enough to cover expenses in the 2008 fiscal year including employees' salaries and interest expenses, said Arak.

Early this year, the Cabinet approved an injection of Bt4 billion for SRT. If the Cabinet approves the additional Bt4.2 billion, emergency funding this year will total more than Bt8 billion.

Arak said SRT faced losses due mainly to the increase in diesel prices, as the agency has not been able to adjust fares because that would affect the public. SRT expects to post losses of Bt9 billion this fiscal year, which will end in September.

SRT also provides a free rail service as one of the six government measures to help people cut living costs. However, the agency does not know how the government will subsidise the policy. SRT expects the government to pay the agency Bt40 million to Bt50 million per month. This service will not affect SRT's liquidity, Arak said.

The State Railway of Thailand on Tuesday received the Cabinet's approval to extend its free economy train service to cover four more routes: Bangkok-Chiang Mai, Bangkok-Ubon Ratchathani, Bangkok-Nong Khai, and Bangkok-Sungai Kolok.

"This will allow passengers not to change trains. This would deplete our monthly revenue by another Bt28 million," said its governor Yuthana Thapcharoen.

The free train service is part of the government's six measures to lower the public's cost of living. While most of the package worth nearly Bt40 billion is used to subsidise gasohol and diesel prices, the government originally expects that it would need to spend Bt250 million to subsidise the economy train service during August and January 2009.

Having so many soldiers on the train would make me, as a passenger, feel that the train would be more of a target!
