Coup speculation updated
Channel 9 and 5 have been ordered to stand by for special announcement as coup speculation reached the highest pitch.
Coup was widely speculated after many army units were moved out of their barracks on pretext of personnel rotation.
Sources said Channel 5 would broadcast an announcement by the military at 10 pm while Channel 9 may broadcast announcement of caretaker Prime Minister Thaksin Shinawatra from New York.
Channel 5 is playing songs in praising of His Majesty the King in an indication that an announcement may be made soon.
Earlier, the day an army source said Army Commander-in-Chief has instructed all army units in Bangkok to standby for an important event.

Thaksin declares state of emercy in Bangkok
Caretaker Prime Minister Thaksin Shinawatra declared state of emergency in Bangkok and transferred Army Commander in Chief Sondhi Bunyaglarin to PM's Office.
Speaking from New York in Channel 9, Thaksin ordered Sondhi to report himself with Deputy Prime Minister Pol Gen Chidchai Wannasathit immediately.
Thaksin said he decided to declare the state of emergency because the situations were not stable.
His orders came after reports that Gen Sondhi was trying to stage a coup d'etat.

There is a slight chance that he might not make it back to Bangkok.
He could literally be exiled.
Im just curious to see if this turns out to be a negotiated exit that went wrong - who leaves the country at a time of this much uncertainty? (my guess is that the Prem-led talks to get the PM out went awry and got hung up over immunity for Thaksin.
I want to know what the PAD is going to say about this

The following is the statement from the miliary reformist.
There has been social division like never before. Each side has been trying to conquer another with all possible means and the situation tends to intensify with growing doubts on the administration amid widespread reported corruption.
State units and independent organisations have been politically meddled, not able to deliver their services as specified in the Constitution.
The administration is also usually bordering on "lest majest" actions against the revered King. Despite attempts from social units for compromises, there is no way to end the conflicts.
The revolution body thus needs to seize power. We have no intention to rule but to return the power to the people as soon as possible, to preserve peace and honour the King who is the most revered to all Thais.

BANGKOK (Reuters) - The Thai army declared martial law nationwide in the early hours of Wednesday after a coup to dismiss Prime Minister Thaksin Shinawatra, a coup spokesman said in a televised address.
He also ordered all soldiers to report to their barracks and banned troop movements unauthorised by the coup leaders.
The army took control of Bangkok and announced it would set up a commission to reform the constitution despite Thaksin declaring a state of emergency from New York.
After tanks surrounded Government House in the country's first coup in 15 years, all television channels relayed a written statement saying the armed forces and police were in control of Bangkok and surrounding provinces, and appealed for calm.
It said the armed forces and police had set up a commission to decide on political reforms, ousting Thaksin in the midst of protracted political crisis in which he was accused of undermining democracy.
Weerasak Kohsurat, a deputy minister in a prior government, told Reuters he believed royal adviser Sumate Tantivejakul would head the reform commission and an interim government would be formed while political reforms were agreed.
Elections would be called soon and Thaksin would be allowed to take part, he said.
The statement was broadcast shortly after Thaksin called a television station to make a statement from New York, where he is attending a United Nations summit.

Just got a report that Panthongthae, Thaksin's son, had been "detained" at the airport trying to get out. Anyone know where the Khunying or the daughter are? Any idea where the Crown Prince might be? Are financial accounts being frozen? Will Thaksin be welcomed by the UN?

Impact: As an outsider, as I take in from some chats with a few friends in Bangkok, they have no intention of changing the governmental system, just removing thaksin, and it was obviously planned for quite some time to do it when Thaksin was praising his buddy Bush at the General Assembly.
Obviously Thaksin will go into exile and have to recall his double secret funds since sondhi claims he will freeze and reclaim it all back.
Am I understanding this correctly, or is there a greater force at play here.
Obviously Bhumibol Adulyadej will side with whoever has the most might, and attempt to appease those with the upper hand?

Went with a freind just before 2am and just took at look at Chaeng Wattana road. There are tansk/APVs outside both entrances to Min Comms and IT and also blocking entrance to Supreme Command HQ next door and a side road. Counted 8 tansk/APVs in all but none blocking the road. Two trucks of troops at Min Comms and IT but all sitting down and relaxed. Also, side road to Supreme Command blocked and with trucks of troops but all relaxed. No attempt to block traffic which was flowing freely. In fact the workers for the new road viaduct along Chaeng Wattana linking to Pak Kret were still working seemingly without any concern even in the rain!
Also, spotted a few soldiers earlier at 1pm at both Erawan and Ratachaprop & Phectuburi intersections but all relaxed.

Yes well they need to ensure everyone stays at home so that the streets are clears of cars and thus the military can get around town (there being no suitable mass transit network for coups!;)
Actually, it is a really sad time in a depressing year for Thai democracy. Can Thailand get through a decade without a coup?! What is it now.... 19 attempts coups with 10 successful (leaving aside what is now unfolding) since the introduction of a constitutional monarchy in the early 30s.
I don't imagine that the Head of State will be pleased that this is the culmination of such a messy period in politics with weakened democratic institutions in this auspicious year.
Ironic but not unexpected that Taksin who has undermined and corrupted fledgling democractic institutions and shown a disregard for seperation of powers by politicising many institutions has been bitten by the perennial power broker in thai politics.

The national government through the current administration has caused conflicts and undermined the harmony of the people as never before in history.
Each side is determined to win by any means and the discord has shown a tendency to escalate.
Many people have been suspicious about the actions of the national administration under a constitutional monarchy.
The country has been governed in a way as to suggest widespread corruption. The independent agencies have been dominated by politics. The constitutional intention has been left unserved.
This has led to political activities becoming problem-plagued on many fronts and the situation had worsened to the point where violations against His Majesty the King, whom the people hold in the highest regard, are in danger of occurring. This is despite efforts by many sections of society to resolve the problem on a continued basis. The efforts have not pacified the growing tension, however. For this reason, the Democratic Reform Council with the monarch as its head, which comprises the armed forces leaders and chief of the Royal Thai Police Office, has found it imperative to seize the power of government from this point onward. The council is steadfast in its objective, which is not to take over the government permanently and it will hand back the power to the people as soon as possible.
The council is committed to preserving national peace and security and to upholding the monarchy whom we Thais hold in the highest respect.
First coup announcement:
In reference to the council's announcement of its power seizure earlier, for the sake of peace and order to prevail in the country, the council has imposed nationwide martial law. The council has repealed the state of emergency declared on Sept 19 at 9.05pm. This announcement is made by Gen Sonthi Boonyaratkalin, head of the Democratic Reform Council.
Second coup announcement:
The council has ordered that all mobilisation and movement of military logistics and manpower be prohibited. Military personnel are absolutely not to leave their units without permission from the council.
Third coup announcement:
1. The current constitution, drafted in 1997, is now repealed.
2. The House of Representatives, the Senate, the Cabinet and the Constitution Court are now dissolved along with the abrogation of the constitution.
3. The privy councillors will remain in their duty.
4. The courts of justice, except the Constitution Court, will retain their full power to adjudicate cases according to the law and the announcements of the council.

Just gone to the front of the soi to check, soldiers are guarding ramps going up the Pinklao-Nakorn ChaiSri elevated road .. about 10 soldiers that I could see, not sure if its a good idea to go and take pics to post up here. is this really true?
why would they do that but keep the airport open or at least i assume its open?
Lets hope this all blows over in the next few days before any long term economic damage occurs or loss of life.
Should make it clear that a lot of this is off-the-cuff translation of stuff on TV that may not be entirely accurate.

Today, Tuesday 19 September 2006, a large group of people demonstrated at the Thai Consulate in New York City to protest the military's illegal overthrow of the elected government and the cancellation of House elections.
The protestors included both Thais and non-Thais, and were interviewed by both local television news stations like NY1 as well as international media like TV Asahi. Demonstration leaders estimated that 30-40 attended the protest, held just hours after the coup. Demonstration leaders vowed to continue the protest until the rebels step down.
Carrying signs saying "Give Thai Democracy a Chance", "Defend the People's Constitution of Thailand", and "Elections Were Just a Month Away - What Are You Afraid Of?", the demonstrators peacefully protested in the light rain and many promised to return the next evening.
Protest leaders issued the following statement:
We, concerned Thai people living in New York City do hereby
- Protest the illegal seizure of government agencies by rebel factions of the Royal Thai Army
- Protest the illegal arrest of several democratically-elected members of the Royal Thai Government
- Protest the abrogation of the People's Constitution of the Kingdom of Thailand of 1997
- Protest the cancellation of nation-wide elections for the House of Representatives scheduled for 15 October 2006
- Protest the claim by the rebels that the illegal coup was executed in order to defend the honor of King of Thailand

Thaksin Shinawatra may fly from New York to London to ponder an exile there as it appears he has lost his political grip at home.
Sources said Thaksin, who has been overthrown by a military coup in 16 years, may fly to join his famฌily in London, where he owns a luxฌury real estate.
As last evening's coup took shape Khunying Pojaman Shinawatra, the wife of the caretaker prime minisฌter, escaped to Singapore.
It was reported that the former Cabinet members of the Thaksin government may try to form a govฌernment in exile, prompting coup leader Gen Sonthi Boonyaklin to invite ambassadors and represenฌtatives of foreign countries in Bangkok for a meeting to clarify the situation.
It was not clear at press time this morning as to whether Thaksin has conceded power.
But any chances of his hope of regaining his power hinges upon a strong military backup, which he appears to have lost support.
Sources said Gen Ruengroj Mahasaranond, the supreme comฌmander, was placed in custody together with Pol Gen Chidchai Vanasatidya, deputy prime minister, as they tried to ward off the coup attempt last night.
Thaksin declared a state of emergency from New York by announcing the removal of Gen Sonthi and ordering him to answer to Chidchai at the PM's Office. He also appointed Gen Ruengroj as in charge of all security aspects in Bangkok.
But Thaksin's military supportฌers were subjugated. State televiฌsion this early morning aired a short video clip showing that Gen Sonthi with other heads of the armed forces made their way to the Chitralada Palace to brief His Majesty the King about the political situation.
It was reported that Gen Prem Tinsulanonda, the president of the Privy Council, had an audience with the King late last night as the coup was under way.
The coup effectively tore apart the 1997 Constitution, abolished the Constitution Court, dissolved Parliaments and the Cabinet.
Gen Sonthi has emerged as Thailand's most powerful magnate at the moment. Thaksin was still in New York last evening and was scheduled to give an address at the UN General Assembly to discuss the current criฌsis in Thailand. But the event was somehow cancelled.
The ousted government's spokesman Surapong Suebwonglee said from New York that Thaksin would decide soon if he would still return to Thailand.
"Prime Minister Thaksin is now in New York and he has not yet made up his mind where he will go. But he will have to make a decision soon," he said.
After cancelling his UN speech he holed up in a top New York hotel for much of the day as the coup went ahead in Bangkok.
The billionaire politician still has an official plane at his disposal. He has a private residence in London, where one of his daughters is studying.
A senior Thai official in New York said earlier that Thaksin planned to leave the United States overnight but that his destination was unknown.
A US official in Bangkok said the United States viewed the coup negatively and was keeping a close watch on the political developments in Thailand.
"We hope that the Thai society and the political actors find the way through peacefully. But, the US reacts negatively to what is hapฌpening in Thailand now," he said last night.
It is not known where Panthongtae, the family's only son, is, or whether he followed his mothฌer to Singapore last night. The whereabouts of the PM's daughters Paethongtae and Pinthongta were also not known. Pinthongta is a student in London while Paethongtae is a political science student at Chulalongkorn University.

ARC wants opinions from students but no freedom of assembly allowed and freedom of expression curtailed with Ministry Information and Communication Technology censorship. A suggestion may be to respect the freedoms and rights expressed in the 97 constitution in principle even though it has been suspended. However, the two restrictions imposed suggest this will not be the case.
Morning events

9:50 am A source in New York tells a radio programme that Thaksin is considering whether to go to England or not.

10:40 am A spokesman of the AMC announces on TV pool that AMC invites students to take part in political reform. The spokesman says Gen Sonthi invites students to send suggestions on political reform to the AMC.
10:42 am A spokesman announces on TV pool that the AMC realises the problem of farmers and is considering how to help them so they should not demonstrate now.
10:45 am An AMC spokeswoman announces on TV pool that the AMC will take drastic action against any trader who hoard goods.

Negotiations between top brass aligned with the Administrative Reform Council (ARC) and a proThaksinShinawatra comฌmander allowed the successful mobilisation of antiThaksin forces across the capital.
Commanders of the three military branches - including Army chief and ARC leader General Sonthi Boonyaratglin - met at Army Headquarters off Rajdamnoen Avenue to discuss plans to scatter antiThaksin forces throughout Bangkok swiftly and minimise the chances of progovernment forces mounting resistance.

The First, Second and Third Special Operations Divisions were at three locations in Lop Buri province.
The forces that sealed off key locations - including Government House and the headquarters of the Special Branch Police - were those from the 31st Infantry Regiment (Royal Guards). They deserve a military/palace dictatorship, the one they had under Marshal Por, Sarit, and Thanom.

12:45 hrs: Bank of Thailand Governor MR Pridiyathorn Devakula said upon his return to Thailand that he has not been approached to become the prime minister in spite of the widespread speculations.
Pridiyathorn was widely tipped to become the new Prime Minister. Earlier, he reportedly said in Singapore that he would accept to become the new prime minister.
However, Pridiyathorn said, "I am not aware that I am one of the candidates. I have learned of the coup from CNN. And the situation looks fine, as it is the bloodless coup."
"The change this time is acceptable to people. Therefore, it should not affect investment. The baht depreciated slightly last night in New York because some exporters sold the baht. But now, the baht has appreciated this morning. The Bank of Thailand didn't intervene the market."
Asked if he would agree to become the premier if approached, he said, "I have to think about it."
He added that he has talked with Standard & Poors credit rating agency in Singapore about the situation in Thailand and they should understand the situation in Thailand.

Bangkok, Wednesday at noon - A personal point of view:
Looking out my windows, down onto Sukhumvit road, seems like any ordinary Sunday.
A few people walking on the street - but no school kids because schools are closed.
Cars, taxis and buses coming and going - but not the heavy traffic of a normal weekday.
Small shops & restaurants open - but large stores and malls are closed.
The skytrain is running normally - but construction cranes are idle.
For a country in the midst of a coup d'etat, that's not very exciting, is it?
Amazing to me, the cool detachment of the Thai people.
The staff in my building, the maid on my floor, the owner of a small
shop next door - all just quietly going about their business with no fuss.
What I get from them is an attitude of, "It's not my problem. What's for lunch?"
Bangkok is not a war zone.
I've lived under a military dictatorship before: Brazil in 1970.
Life went on in a very neat and ordered way.
Yes, there were soldiers on the street corners, but they were politely bored with their duty and never bothered anybody.
Here and now, I haven't seen tanks on Sukhumvit road, let alone even one soldier.
They must be busy around the Parliament buildings, posing for the TV cameras.
Internet and phones have been working just fine.
Internet to some of the popular sites has been slow, that's all.
But, those sites -- although highly popular -- have offered the least useful information.
What I've learned confirms, yet again, the paucity of value in conventional newspapers and TV.
They just don't have much to say, but they pontificate loudly and endlessly.
And they focus primarily on the government spokesmen or on the photogenic army tanks parked quietly near some government office.
On the other hand, all of the succinct and valuable information comes from a few Internet blogs and forums.
Not all, of course.
Last night, perhaps 98% of the blogs and forums about Thailand quickly became hysterical.
Only forum has been consistently calm and clear in providing valuable facts.
The real damage, of course, is below the surface and will take months or years to detect.
Tourism will dry up.
A shame because the local currency is weakening and traveling here will be more of a bargain than before.
Business investment will contract.
Most long-term business investment here is Japanese.
Now they will not build new factories, not buy new machines and trucks, and not hire more Thai workers.
Lack of tourists and lack of investment will cause severe pain -- but not this week.
Now, I have an important decision to make: What to eat for lunch?

Just got back from the area around Gov't House/Parliament etc. Large swaths of area are blocked off to car traffic, mostly using portable metal gates. There are soliders at many interesections and at all entrances to the blocked areas. Many of the soliders don't have ammunition clips in their rifles.
The mood is completely calm, somewhat comedic actually. Pedestrians are free to cross the traffic barriers and wander about on the closed roads. A fair number of people are hanging out, taking pictures and videos, posing with the tanks and the soldiers. The soldiers are very friendly, happily smiling for the cameras. People are putting their kids on the tanks to take their pictures. It's hardly what you'd expect from a military coup.
We saw no hint of any political interest from the people there - no clear cut coup supporters or protestors. People just seemed curious and somewhat bemused. The scene has become a tourist attraction. There's even a tuktuk based iced-coffee seller at one barrier.
I suppose we're in for a barrage of "democracy in peril" stories, as if Thaksin was some kind of paragon of democratic ideals. I hope somewhere the story comes out how this is really a battle between two personality cults, one using the rhetoric of electoral politics and free markets, the other using the rhetoric of religion and tradition while both pander to nationalism. But neither really cares much about the substance behind the rhetoric, using promises of salvation, whether material or spiritual, to command a following in order to increase their own stature. There are no good guys here - but IMHO, the current coup is a more honest reflection of Thailand's political rot, and therefore is preferable to the Thaksin administration which was more able to hide its authoritarianism under a veneer of electoral victory and liberal rhetoric.
In truth, neither side is really democratic in that neither is really interested in the people governing themselves. With the military/palace alliance at least this is obvious. Thaksin, for his part, ignores the civil liberty and checks-and-balances aspects of self-rule, creating instead a majoritarian dictatorship.
I'd say the biggest immediate issue is placating Thaksin's supporters upcountry. I hope this means an accounting of what he and his cronies have really been doing these past few years (similarly, an accounting of the Bush crew's actions would be nice to see). Of course this will be politically motivated, but perhaps ti might also be accurate.
I'll be very interested to hear the Thaksin apolgists take on the evidence as it emerges.
For the longer term, I don't think this coup makes much difference to Thailand's political, social or economic development. All of these are a disaster and has been so for a long time, though covered up by different layers of hype, supported by Thailand's immense natural wealth. The military is just as likely to institute real democratic change as was the TRT, IMO.
This is a step sideways into the light - not forward or backward.

I was able to get some photos of the soldiers in this area. They have set up a small unit to guard the entrance ramp to the Pinklao - Nakorn Chaisi elevated road (inbound, km 13.5) .. about 20 - 30 soldiers in all, most of them were resting when I took the photos - in an abandoned shophouse next to the main road.
They were very obliging when I asked if I could take some pics, one of them was posing also ... They seemed relaxed and were just helping to direct the traffic to speed it up a bit.

And the Thai people - who sat around doing cheering when tanks trampled the People's Constitution and generals cancelled democratic elections just a month away - don't deserve a democracy.
They deserve a military/palace dictatorship, the one they had under Marshal Por, Sarit, and Thanom.
